Full job description
Purpose of the role
The Learning and Development Manager will have overall responsibility for the planning, coordination, quality, compliance and administration of learning and development across QME Care. The postholder will ensure that staff receive the right learning at the right time, that training records and systems are accurate and inspection-ready, and that managers have clear visibility of compliance and development needs.
This is a hands-on, highly organised management role. It requires someone who can create order, build reliable systems, follow through on detail and keep a firm grip on deadlines, records, evidence and reporting. The role will coordinate a network of trained QME staff who deliver agreed internal training and will arrange external training where required.
The postholder will also lead the commercial development of the Training Centre, including accreditation opportunities and the development and sale of training packages to external customers.

Key responsibilities
Organisation-wide learning and development oversight
· Lead and maintain QME Care's overall learning and development plan, ensuring it reflects operational priorities, regulatory expectations and workforce needs.
· Maintain a clear training matrix covering all roles, services and required frequencies, with proactive monitoring of due and overdue training.
· Work with managers to identify skills gaps, competency concerns and emerging learning needs, and translate these into practical training actions.
· Produce regular compliance and performance reports for the Chief Executive and senior management team, highlighting risks, trends and required action.
· Ensure learning activity is evaluated for effectiveness rather than relying solely on attendance or course completion.
Induction, compliance and refresher training
· Own and coordinate the organisation-wide induction programme, ensuring all new staff complete required corporate, service-specific and role-specific learning within agreed timescales.
· Oversee all statutory, mandatory and compliance-related training, including fire safety, health and safety, Adult Support and Protection and safeguarding, and other training required by QME policies, regulators or service needs.
· Coordinate ad hoc refresher training following incidents, audits, changes in practice, inspection findings, competency concerns or identified risk.
· Ensure training requirements arising from policy changes, new systems, equipment or service developments are planned and implemented promptly.
· Coordinate external specialist training where internal delivery is not appropriate, including booking, attendance, certification, cost control and record updating.
Internal trainer network
· Identify staff with suitable knowledge, credibility and interest to become internal trainers and coordinate access to appropriate Train the Trainer programmes.
· Maintain an approved internal trainer register showing subject areas, qualifications or competence, observation status and renewal requirements.
· Develop and maintain standardised training materials, learning outcomes, attendance records, evaluations and competency documentation for internally delivered courses.
· Provide coaching, support and quality monitoring to internal trainers and undertake observation or review of delivery as required.
· Ensure internal trainers operate within their competence and that delivery remains consistent, current and evidence-based.
Administration, systems and reporting
Critical requirement
This role requires exceptional administration and systems capability. The postholder must be able to create dependable processes, keep records accurate, chase gaps to completion and give managers a clear, current overview of compliance.
· Take direct ownership of the accuracy, completeness and reliability of training records and systems across QME Care.
· Maintain robust digital systems for training matrices, certificates, attendance, renewals, competencies, trainer records, external bookings, costs and accreditation evidence.
· Build simple, dependable processes that make it easy for managers to see what is due, what is outstanding and what action is required.
· Reconcile records regularly and investigate missing, inconsistent or incomplete evidence rather than allowing gaps to accumulate.
· Maintain organised electronic files and quality documentation that can be readily produced for audit, inspection, funding or awarding body purposes.
· Use data confidently to produce dashboards, reports and trend analysis, and continuously improve how training information is captured and used.
· Provide clear administrative processes for course bookings, waiting lists, communications, joining instructions, evaluations, invoices and certificates where training is sold externally.
Commercial training and revenue growth
· Develop a practical commercial plan for increasing Training Centre revenue through the sale of QME training packages to external organisations and partners.
· Identify training subjects with strong external demand and convert them into professional, repeatable packages with clear outcomes, materials and pricing.
· Promote available training in collaboration with relevant QME colleagues and build relationships with potential customers, care providers, community organisations and partners.
· Coordinate external course bookings and monitor income, utilisation, customer feedback and delivery costs.
· Seek opportunities to expand the Training Centre offer without compromising QME's internal training priorities or quality standards.
Accreditation and quality assurance
· Lead work to achieve and maintain relevant accreditation, approval or recognised status for QME training programmes where there is a clear quality or commercial benefit.
· Maintain the policies, evidence, trainer requirements, learner records and quality processes required by accrediting or awarding bodies.
· Coordinate internal quality assurance activity and ensure actions from external verification, audit or review are completed promptly.
· Keep training content current and aligned with relevant legislation, guidance, organisational policy and best practice.
SVQ oversight
· Provide management oversight of QME's SVQ activity, ensuring there is clear coordination of candidate progress, assessor capacity, quality assurance, records and awarding body requirements.
· Work with qualified assessors and internal verifiers to ensure SVQ delivery is well organised, compliant and progressing within agreed timescales.
· Support the development and sustainability of QME as an SVQ centre where this remains strategically appropriate.
· An Assessor and/or Internal Verifier qualification would be advantageous, but is not essential where the postholder can demonstrate strong management oversight and can work effectively with appropriately qualified practitioners.
Collaboration and continuous improvement
· Work closely with care, nursing, support services, administration and management teams so training reflects real operational needs.
· Build strong relationships with external training providers, awarding bodies, accreditors and other relevant partners.
· Use audit findings, incidents, feedback, supervision themes and service developments to shape future training priorities.
· Promote a culture in which learning is practical, relevant, accountable and directly connected to safer, higher-quality support.
Person specification
Essential
· Significant experience in learning and development, workforce training, training coordination or a comparable role with organisation-wide responsibility.
· Exceptional administration and systems capability, with a proven ability to create and maintain accurate, reliable records and tracking processes.
· Highly digitally confident, comfortable working with spreadsheets, databases or training systems, reporting tools and shared document systems.
· Strong organisational skills with the ability to manage multiple deadlines, follow up actions and maintain attention to detail without losing sight of the wider strategy.
· Experience coordinating compliance, mandatory training, induction and refresher learning across a workforce.
· Confidence analysing training data and presenting clear compliance information, risks and actions to senior managers.
· Experience developing or quality assuring training materials and working with subject matter experts or internal trainers.
· Strong communication and influencing skills, including the confidence to challenge overdue actions and hold managers and staff to agreed training requirements.
· Commercial mindset with the ability to identify opportunities, package services professionally and support income generation.
· Ability to work independently, take ownership and drive work through to completion.
Desirable
· Experience in health and social care, regulated services, the third sector or another compliance-led environment.
· Experience of gaining or maintaining training accreditation or working with awarding bodies.
· Knowledge of SVQ frameworks and centre quality assurance requirements.
· Qualified SVQ Assessor and/or Internal Verifier, or willingness to undertake relevant development if required.
· Experience developing and selling external training, short courses or workforce development packages.
· Train the Trainer qualification or substantial experience supporting trainers or facilitators.
