What you'll do

The Regulatory Market Access Lead is responsible for preparing and enabling Viasat's access to its target markets for the NR-NTN platform. The role sits at the intersection of regulatory intelligence, market access execution, and product enablement — maintaining awareness of the regulatory and competitive landscape, coordinating the internal and external resources required to unlock market access, and ensuring product and commercial teams have a clear view of the regulatory requirements affecting their plans.

Reporting to the VP Strategy and Operations, the postholder works across internal regulatory, legal, business development, and product teams, and brings in external regulatory consultants and in-country experts where needed. The role operates globally against a defined priority market list from day one.

This is a hands-on, execution-oriented role suited to an experienced operator who can move between monitoring and interpretation, coordination and direct engagement, and internal enablement — adjusting the balance according to local capability and market priority. Where Viasat has an established in-country presence, the postholder coordinates and organises internal teams and external consultants. Where local capability is limited or absent, the postholder takes a more direct role in preparing and supporting licence applications and regulatory engagements with the Regulatory teams.

The day-to-day

• Market access preparation: Proactively assess the licensing, authorisation, and approval requirements for target markets ahead of product launch, developing a clear view of what is needed, when, and from whom. Develop and maintain structured market-entry frameworks identifying approval pathways, critical milestones, key dependencies, and likely bottlenecks for each priority market.
• Coordination of internal teams: Coordinate internal regulatory, legal, and business development teams to ensure market access requirements are identified, owned, and progressed in a timely way. Act as the connective tissue between these functions and the product team on all market access matters.
• External expert engagement: Identify, engage, and manage external regulatory consultants and in-country experts where specialist knowledge or local regulatory presence is required. Where Viasat has limited or no local capability, take a more direct role in preparing, coordinating, and supporting licence applications and regulatory engagements.
• Licence application support: Help assemble the inputs required for licence applications, working with internal Regulatory teams who hold accountability for submission. Ensure applications are complete, accurate, and submitted to the right timelines.
• Market access process and tracking: Define and maintain the process and approval track for market access and regulatory approvals across priority markets, in conjunction with the regulatory, legal, and business development teams. Produce decision papers that clearly set out approval pathways, options, dependencies, and recommended actions for each market, ensuring all teams are aligned on status and next steps.
• Regulatory and competitive intelligence: Maintain current awareness of regulatory developments, licensing conditions, spectrum policy changes, and market-access trends across priority markets, drawing on intelligence gathered by the Regulatory team. Interpret and assess the implications of regulatory and policy developments for Viasat's market access plans and launch timelines. Track competitor spectrum positions, licensing activity, and regulatory moves across target markets; flag threats or changes that require a response or adjustment to plans.
• Contribution to regulatory strategy and standards: Contribute to Viasat's positions in relevant international, regional, and national regulatory and standards forums, working alongside the Regulatory and Market Access teams. Monitor and interpret developments from bodies such as the ITU, WRC preparatory groups, and regional coordination groups, translating their implications for market access planning and product launch.
• Product and platform enablement: Maintain sufficient understanding of Viasat's NR-NTN platform — its capabilities, technical characteristics, and service model — to represent it accurately to regulators, consultants, and in-country partners. Identify regulatory and licensing constraints that materially affect product capabilities, launch timing, or service definitions, and flag these to the relevant product and engineering teams in a timely way.
• Partner and ecosystem guidance: Translate technical regulatory requirements and country-specific conditions into clear, actionable guidance for external partners, OEMs, and ecosystem participants involved in enabling or deploying the NR-NTN service.
• Reporting and launch readiness: Maintain a consolidated view of market access status, outstanding requirements, risks, and timelines across the priority market pipeline. Communicate progress and risks clearly to leadership, with structured updates identifying where escalation or additional resource is required.

What you'll need

• Several years of experience in regulatory affairs, spectrum management, market access, satellite or telecommunications licensing, or related roles in connectivity-focused industries.
• Experience with satellite communications, 4G/5G, NTN, D2D, regulated connectivity services, or spectrum-related product considerations.
• Experience at or supporting a telecommunications regulator, satellite operator, service provider, OEM, specialised advisory firm, or similar environment where regulatory execution directly affects deployment.
• Demonstrated experience coordinating market entry and licensing activity across multiple countries or regions, including working with internal regulatory and legal teams and external consultants.
• Practical knowledge of ITU rules, international spectrum coordination frameworks, and the regulatory requirements associated with satellite and mobile communications services.
• Familiarity with RF characteristics and spectrum engineering concepts relevant to licence applications and regulatory submissions.
• Ability to interpret regulatory and competitive developments and translate their implications into clear, actionable guidance for commercial, product, and partner teams.
• Strong organiser and coordinator — able to drive progress across internal teams and external parties without direct line authority.
• Excellent written and verbal communication skills; able to produce concise, decision-oriented briefings and decision papers for both technical and non-technical senior audiences.
• Comfortable operating with a global remit, managing multiple markets and priorities in parallel

What will help you on the job

• Experience with NR-NTN, 5G NTN, D2D regulatory frameworks, or mobile-satellite service authorisation processes.
• Familiarity with 3GPP standards, ITU Radio Regulations, and WRC processes relevant to satellite communications.
• Exposure to device type approval, equipment certification, or OEM-facing launch requirements.
• Experience operating in markets with limited local regulatory infrastructure, engaging directly with national authorities.
• Familiarity with regulated mobility segments including aviation, maritime, automotive, or unmanned systems.
• Established network of regulatory consultants, in-country experts, and relevant industry contacts across target market regions.
