Full job description
Do you have experience in Human Resources and employee relations within a large, unionised organisation? Are you confident providing advice to senior managers while coordinating HR processes and driving continuous improvement? If so, this Business Coordinator opportunity with Belfast City Council could be the ideal next step in your career.
Your Duties:
- Support the Human Resources Manager in the effective management of all departmental HR and employee relations matters, ensuring compliance with council policies, procedures, and employment legislation.
- Provide professional HR advice and guidance to Operational Directors, senior managers, and staff on employee relations, attendance management, disciplinary matters, grievance procedures, payroll, training, and other HR-related issues.
- Conduct investigations into disciplinary, grievance, attendance management, and other employee relations matters in accordance with council procedures.
- Monitor and maintain HR records, including recruitment, sickness absence, overtime, leave, agency workers, temporary contracts, and employee relations cases, ensuring accurate reporting and compliance.
- Produce, analyse, and present HR performance data and management information to support departmental decision-making and performance monitoring.
- Coordinate departmental HR processes including vacancy control, redeployment, agency worker management, fixed-term contracts, Personal Development Plans, and training plans.
- Support the preparation of reports, committee papers, employment tribunal documentation, Freedom of Information requests, and Data Protection responses.
- Assist in the development, implementation, and review of HR policies, quality initiatives, continuous improvement programmes, and departmental business plans.
- Represent the department at corporate working groups, project meetings, consultations with Trade Unions, and other internal and external forums as required.
- Supervise and allocate work to administrative support staff, ensuring workloads are managed effectively and service standards are maintained.
- Participate in recruitment and selection processes and undertake additional duties appropriate to the role as required.
Your Profile:
Applicants must possess:
- A relevant third-level qualification in Business Studies, Human Resource Management, or an equivalent discipline.
Applicants must also have at least two years' relevant experience in:
- Managing and supervising employees.
- Working within a Human Resources role in a multi-disciplinary, unionised organisation.
Providing professional advice and guidance to senior managers across at least five of the following HR disciplines (including attendance management and discipline and grievance):
- Attendance management.
- Discipline and grievance.
- Performance and capability management.
- Unfair treatment complaints.
- Quality initiatives (for example, Investors in People).
- Payroll administration.
- Training and development.
Desirable Criterion:
Applicants may be shortlisted where they can demonstrate:
- At least two years' experience providing HR advice to senior managers across six of the seven specified HR disciplines.
- Graduate membership of the Chartered Institute of Personnel and Development (CIPD).
Additional Information:
- Full-time, Temporary.
- 37 hours per week.
- This role is based across Cecil Ward Building and Duncrue Industrial Estate.
- Office-based until fully trained.
- Monday to Thursday, 8:30am to 5:00pm, and Friday, 8:30am to 4:30pm.
