Overall purpose:

You will support the Estates and Facilities (E&F) Manager and Deputy Chief Operating Officer by ensuring that the buildings occupied by the MRC Laboratory of Molecular Biology (LMB) on the Cambridge Biomedical Campus and Babraham Research Campus are maintained to a high technical standard through the day-to-day estates management of the facilities and the supervision of the technical and sub-contracted workforce.

Working within a team of four Services Coordinators you will play a key role in maintaining a resilient management structure for the LMB E&F team. Day-to-day, this means prioritising, scheduling and assigning both planned preventative maintenance (PPM) and reactive maintenance tasks to E&F technicians and external sub-contractors, while also overseeing the delivery of capital and resource projects from initiation through to completion.

Main duties/ Key responsibilities:

  • Manage the PPM and reactive maintenance programme for the LMB’s buildings on the Cambridge Biomedical Campus and Babraham Research Campus, ensuring the appropriate prioritisation and timely completion of works to minimise the impact on operations and maintain business continuity objectives.
  • Line manage the E&F technicians (distributed across the Services Coordinator team) and oversee external specialist sub-contractors; including the day-to-day programming, allocation and supervision of their duties.
  • Oversee the LMB’s building management system (BMS); this will require a thorough understanding of how the building controls, and mechanical and electrical (M&E) systems support scientific research.
  • Provide oversight of fault-finding and diagnostic processes, critically analyse complex technical information, and implement appropriate corrective actions to ensure successful resolution.
  • Under the direction of the E&F Manager and Deputy Chief Operating Officer, manage and deliver various building modifications and small works projects, routinely acting as works supervisor or clerk of works for more significant projects. Ensure that installation works, or system modifications, meet the user/contract requirement and that quality standards are maintained.
  • Liaise closely with scientific staff and support teams to ensure that the facilities management (FM) services and systems provide the required level of support for their work.
  • Ensure compliance with all relevant legislative and statutory requirements. Liaising closely with the LMB’s Health & Safety (H&S) Department and sub-contracted engineers to ensure that appropriate H&S considerations have been accounted for and documented as necessary within risk assessments and method statements specific to the tasks being undertaken.
  • Manage the ongoing development of internal Standard Operating Procedures (SOPs) to ensure routine maintenance tasks are documented throughout the E&F Department.
  • Actively participate in the Emergency On-Call Procedure on a rota basis. This is approximately 6 weeks per annum. You will receive an additional payment when on-call/call out.
  • Cover the duties of other E&F Services Coordinators for limited periods during absence/illness.

Working relationships:

You will work as part of the Estates and Facilities team and will report to the Estates and Facilities Manager.

You will liaise and work closely with the other Services Coordinators and the Deputy Chief Operating Officer.

You will assist in managing the internal E&F technicians on a day-to-day basis and coordinate sub-contractor PPM and reactive attendances.

You will liaise closely with scientific staff and support teams to ensure that the FM services/systems provide the required level of support for their scientific research programmes.

Person requirements

Education / qualifications / training required:

Essential:
  • Professional qualification in mechanical/electrical engineering services.
  • Full UK driving licence holder.
  • Must live within 45 minutes in order to reach sites in a reasonable time when on-call/call out.

Desirable: Relevant further education or higher education qualification i.e. HNC/HND. Professional qualification in Facilities management e.g. British Institute of Facilities Management (BIFM).

Previous work experience required:

Essential: Experience in management/supervision of facilities management (FM) staff or external contractors.

Desirable: Significant experience in the management/supervision of FM staff and external contractors in a complex laboratory or healthcare environment.

Knowledge and experience:

Essential:
  • A robust understanding of the facilities management processes and all associated technical M&E systems and building infrastructure.
  • Experience of logically appraising and resolving complex M&E problems in building systems, infrastructures & plant.
  • Experience of managing complex programmes of work and interfaces with multiple work streams, including project delivery.
  • Demonstrable competency in IT skills with a strong understanding of how to navigate BMS and other control system head-ends.
