Information about the Role

The Chief of Staff is a pivotal role within the Counter Terrorism Policing Headquarters (CTPHQ), working to the Director General of CTPHQ, but also being a key support to the Assistant Commissioner Specialist Operations (ACSO), the four Directors within the Headquarters, and the five OCU Commanders across the Specialist Operations business group. This core role is to help ensure the efficient and effective running of the HQ as a whole, monitoring and identifying issues, problem solving and resolving challenges, and delivering key, often bespoke, pieces of work across a wide range of potential areas, as required.

The CTP Headquarters is a function created to support senior leaders, and has a dual role in being the Headquarters for both the national counter terrorism policing environment, but also for the MPS Specialist Operations environment. As a result, this role offers a truly unique and challenging developmental opportunity in a high profile and critical area of the police service’s work to enhance and develop its national counter terrorism capacity and capability and is particularly suited to high calibre individuals with excellent analytical and communication skills and a good understanding of both the CT and Specialist Operations environments.

Responsibilities

Key Tasks

The post holder will be required to do the following:

  • Ensuring the cohesiveness of the work across the overall headquarters; overseeing and guiding the cross-pillar activity, identifying areas that may need review or assistance to operate efficiently, and co-ordinating activity across the senior leadership teams together with key problem solving.
  • Providing the pivotal link between the pillar and portfolio leads in the CTPHQ operating environment.
  • Influencing decision-making across CTPHQ, delivering advice, guidance and products to enable the CT Policing Executive to transact its business in an effective and efficient manner.
  • Managing and driving forward the business of the Specialist Operations Chief Officer Group (COG) meetings; quality assuring meeting papers, agendas, actions, decisions and preparing high quality briefings for members where required.
  • Representing the Director General at both external and internal meetings in discharging his responsibilities, including strategic engagement with key stakeholders (including at NPCC level and the senior civil service).
  • Ensuring an excellent ongoing relationship with HMICFRS in relation to CT based national inspections, linking in and coordinating activity across the HQ and with all national Chief Constables, ACC’s and DCC’s where required.
  • Chairing/attending key HQ staff meetings, including the CTPHQ Staff Engagement Forum, the SO IDE sub board, and the attendance management meeting, amongst others.
  • Ensuring overall CTPHQ interests are maintained at various board meetings as required, including the SO Risk Board, SO Workforce Planning board, SO Heath, Safety & Wellbeing board, CTPHQ Rewards and Recognition board, and the Organisational Development Unit (ODU) Board.
  • Developing and delivering a wide range of exciting CTPHQ and SO staff events, including the CTPHQ Staff Engagement days, National Inclusion week celebrations, Supervisor development events, Commendations ceremonies and ongoing Lunch & Learn development events.
  • Engagement with senior stakeholders across the national CT environment as required, including oversight of the CT Strategic Board arrangements involving Chief Constables, Police and Crime Commissioner and Deputy Mayors across the CT network.
  • Delivery and maintenance of other specific activities and projects as directed, including the maintenance of the national CT Section 22a Collaboration Agreement.

Essential Experience

In order to provide effective advice and oversight in the role, candidates will need;

  • Ability to think, plan and act strategically in a fast-moving and uncertain environment, with a creative approach to problem solving and delivery in demanding circumstances and ability to formulate and implement long term corporate strategic solutions.
  • Ability to take the initiative, make judgements, make decisions, negotiate and influence strategic decision making
  • Proven ability as a self-motivator who can build strong working relationships with senior colleagues and peers across the CT Policing Executive, MPS and partners.
  • Strong communication skills, both verbal and written, including experience in writing strategic reports, proposals and in delivering briefings to senior management and partners.

Desirables

  • A good/recent understanding and knowledge of the CT Policing structure and wider operating environment, including its London (MPS) and National (UK Force wide) environment.
  • A good/recent understanding of CT Policing relationships to Government, security and intelligence agencies including their governance arrangements.
  • A good/recent understanding and knowledge of the Specialist Operations business group structure and wider MPS governance arrangements.
