About The Role

Number of vacancies: 3
Remuneration: £13,000 per annum plus expenses
Location: Chelmsford, Essex

Time commitment: The expected time commitment for this role averages 2 days per month, or 24 days per annum. However, the actual time required may vary, and candidates should be prepared to adapt flexibly.

As a minimum requirement, the post holders will be expected to attend the following:
  • ECL Board: One day per month, which includes preparation time. The ECL Board meet in person at Seax House, Chelmsford, Essex.
  • Audit Committee: 4 days a year, to be attended by the Finance and Audit NED
  • Remuneration Committee: one meeting a year
There may be occasional requests for additional time commitment in this role.

Length of term: Three years initially (subject to annual appraisal), with renewal of a further 3-year term, subject to agreement by all parties. The maximum term is 6 years.

Essex Cares Limited (ECL) was created in 2009 as a Local Authority Trading Company for Essex County Council. We provide health and care wellbeing services, including reablement services, sensory services, day services for older people and working age adults with learning disabilities, and inclusive employment services.

ECL is seeking to recruit three senior people as Non-Executive Directors (NED). This is an exceptional opportunity to share your talents and expertise to make a positive difference to the lives of people served by ECL. Successful applicants will join the ECL Board of Directors and drive forward ECL’s cultural and strategic development, working closely with the ECL Board Chair and Non-Executive colleagues.

As a Non-Executive Director at ECL, you will:
  • Provide strategic direction, leadership, and challenge to the Board of Directors to ensure that ECL can be the best it can be
  • Champion the ECL values in all interactions with colleagues, partners and ECL staff
  • Ensure that ECL fulfils its statutory and legislative responsibilities
  • Leverage own professional expertise and unique perspective to enhance ECL’s governance and strategic advancement, reflecting wider experience and skill sets acquired outside ECL
  • Champion the standards of public life – by upholding the highest standards of conduct and displaying the Nolan principles: Selflessness, integrity, objectivity, accountability, openness, honesty, and leadership.
Applicants need to be able to demonstrate ability against the core essential criteria below and in one or more of the following areas:
  • Finance and Audit
  • Health and Social Care
  • People Leadership and Development

About You

Essential criteria
  • A deep and strong commitment to the health and social care sector
  • Strong, genuine connections within our Essex communities
  • Excellent relationship builder and communicator with the ability to constructively challenge and listen sensitively to the views of others
  • Evidence of personal credibility and integrity with strong influencing skills and negotiating skills practiced at board/senior level
  • Evidence of robust judgement and the ability to seek, challenge, assimilate and analyse information quickly to debate complex issues at a high level and to inform decision making
  • Commitment to and understanding of diversity and equality.
For the Finance and Audit NED post, additional essential criteria includes:
  • Extensive financial/audit expertise derived from senior-level involvement including governance oversight.
  • CIPFA, ACA/ACCA qualified or equivalent.
For the Health and Social Care NED post, additional essential criteria includes:
  • Professional experience and knowledge relevant to strategy and policy development, service design or commissioning.
  • Experience in the voluntary sector, ideally at a senior, strategic or Board level, with experience of working with diverse and/or disadvantaged populations.
For the People Leadership and Development NED post, additional essential criteria includes:
  • Extensive HR, OD, and people leadership expertise, derived from senior-level involvement in fields such as local government, central government, voluntary sector of NHS.
