Full job description

Position: Qualified MRICS General Practice Estates Surveyor (Interim)

Location: Kirkleatham Street, REDCAR, TS10 1SP

Start Date: ASAP

Contract Duration: 6+ Months

Working Hours: 37 Hours Per Week

Pay Rate: PAYE: £23.92 per hour

Job Responsibilities

  • Support the Strategic Asset Manager with managing the Council's property portfolio
  • Manage leasehold properties (landlord and tenant), ensuring rent records and agreements are accurate
  • Provide advice on property matters including valuations, acquisitions, disposals, and management
  • Manage the disposal of surplus properties from start to finish, including Community Asset Transfers
  • Handle property acquisitions, from identifying sites through to legal completion
  • Advise on Compulsory Purchase Orders when required
  • Carry out property valuations for accounts, purchases, sales, and development projects (including IFRS requirements)
  • Manage external contracts such as the 5-year rating list review
  • Support capital projects and regeneration schemes with professional property advice
  • Attend project meetings and provide estates and valuation input
  • Prepare reports for Cabinet, briefings, and other formal documents
  • Communicate effectively with internal teams, external partners, and stakeholders
  • Help develop and improve property policies and procedures
  • Ensure all property transactions achieve best value and meet legal and professional standards
  • Oversee external consultants and legal advisers where required
  • Stay up to date with property market trends, legislation, and professional standards
  • Carry out title checks and provide general property advice

Person Specification

Must-Have Requirements

  • Experience in estates management (including landlord and tenant, acquisitions, disposals, and valuations)
  • Good knowledge of public sector property work and valuation principles
  • MRICS qualification or equivalent with relevant experience
  • Ability to manage workload and meet deadlines under pressure
  • Strong analytical skills and ability to interpret property and financial data
  • Good written and verbal communication skills, including report writing
  • Able to work independently and as part of a team
  • Strong organisation and time management skills
  • Good IT skills, including Microsoft Office, databases, and spreadsheets
  • Experience managing external consultants or advisers
  • Full UK driving licence
  • Commitment to equality, diversity, safeguarding, and customer service

Nice-to-Have Requirements

  • Experience with rating valuation and rating lists
  • Project management experience in property or regeneration
  • Postgraduate qualification in a property-related subject
  • Experience working in local government or the public sector
  • Ongoing professional development (CPD)
