Overview
Are you ready to play a vital role in keeping communities safe and prepared for whatever comes next? Join our Resilience Service and help shape how we plan for, respond to, and recover from emergencies across the county.
As a Resilience Officer, you’ll support the development and delivery of emergency planning and business continuity arrangements, working collaboratively with internal teams and external partners to strengthen organisational and community resilience.
About us
The Resilience Service consists of a dedicated team of 6 staff in various roles who will perform the duties of Resilience Officer. The role will support the Council to deliver integrated emergency management, developing community resilience and managing the business continuity function on behalf of the council.

About the role
This is an exciting and varied role where you’ll contribute to building a resilient organisation capable of responding effectively to a wide range of incidents—from local disruptions to major emergencies. Working within a small but highly collaborative team, you’ll support the development of emergency plans, deliver training and exercises, and work closely with partners across the Thames Valley to ensure coordinated, effective responses.
A key part of the role is acting as a Duty Resilience Officer, including participation in an out-of-hours rota, where you’ll play a critical role in coordinating emergency responses and providing advice to senior leaders. You’ll also help ensure the council meets its statutory duties under legislation such as the Civil Contingencies Act, contributing to continuous improvement in how we prepare for and manage risk.
This is a fantastic opportunity to gain hands-on experience in emergency planning, multi-agency working, and strategic resilience—while making a real difference to the safety and wellbeing of communities.
Key responsibilities include:
- Supporting the development and maintenance of emergency and business continuity plans
- Assisting in the design and delivery of training exercises for staff and partners
- Contributing to multi-agency resilience work, including the Thames Valley Resilience Forum
- Supporting incident response, including acting as a single point of contact during emergencies
- Preparing briefings, reports and presentations for a range of stakeholders
- Monitoring and assessing resilience performance and supporting continuous improvement

Any-Desk:
As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
We are looking for a motivated and proactive individual with a strong interest in resilience, emergency planning, or business continuity. You’ll be someone who thrives in a fast-paced environment, can stay calm under pressure, and is able to analyse complex situations and respond effectively.
You’ll bring strong interpersonal and communication skills, with the confidence to engage and influence a range of stakeholders—from colleagues and senior leaders to external partners. Attention to detail, adaptability, and a solution-focused mindset will be key to your success, alongside a genuine commitment to public service and community resilience.
To succeed in this role, you will have:
- Knowledge of relevant legislation (e.g. Civil Contingencies Act) or resilience frameworks
- Experience supporting incident response, planning, or business continuity activities
- Strong analytical and problem-solving skills with the ability to assess risk
- Excellent written and verbal communication skills
- The ability to work collaboratively and build effective relationships
- A degree-level qualification (or equivalent experience), ideally with a relevant professional qualification
You must also be willing to participate in an out-of-hours on-call rota and be able to travel across the county when required.

About the Service Area
Our Business Operations service is responsible for delivering high-quality, cost-effective business enablement services with a focused approach to customer experience, access channels and service delivery.
We deliver expert advice and guidance on the design and implementation of customer improvement projects and provide access to information, advice and support from a wide range of services through face-to-face contact and self-service internet-based transactions through our Council Access Points.
Business Operations works across a range of services provided by the council.
