Job summary
As the VfM Analyst, you will be responsible for the data and evidence that underpins the Services advice to HM Treasury. While the G7 leads set the strategy and governance, your role is to ensure we understand exactly what the numbers are telling us about fraud recovery performance.
You will have a dedicated focus on the Bounce Back Loan (BBL) performance landscape. You will move beyond simple data collection to providing critical analysis on the "Test and Learn" pilots, helping the team demonstrate to Ministers which recovery strategies are providing the best return on investment. You will work towards presenting this data as Official Statistics, ensuring the government has a robust, defensible record of Covid fraud outcome
Job description
Key Responsibilities
- Performance Monitoring: Maintain and strengthen the Covid fraud evidence base, acting as the primary point of contact for performance data regarding the BBLS and other Covid loan books.
- VfM Evaluation: Analyze the results of the BBL "Test and Learn" pilots, assessing the financial return of different enforcement and recovery strategies to inform future funding decisions.
- Reporting to HMT: Prepare the data and performance narratives for the quarterly reports to HMT, ensuring complex statistical information is presented clearly for senior officials and Ministers.
- Data Collaboration: Work closely with the PSFA data analytics team and leads in other departments (DBT, INSS) to ensure data definitions are consistent and performance statistics are accurate.
- Insight Generation: Proactively identify trends or anomalies in the fraud data that suggest new risks or opportunities for recovery, escalating these to the G7 Strategy Lead.
Person specification
Essential Criteria:
- Analytical Expertise: Significant experience in data analysis, performance reporting, or financial modelling, with the ability to interpret complex datasets and identify key trends.
- Scheme Knowledge: A working knowledge of BBLS fraud or similar large-scale government schemes delegated to lenders is essential for this post.
- Communication: Strong written and verbal communication skills, specifically the ability to explain technical data and "Value for Money" concepts to non-technical stakeholders.
- Attention to Detail: A high standard of accuracy in handling sensitive government performance data.
Desirable Criteria:
- Experience working with Official Statistics or complying with government statistical codes of practice.
- Understanding of fraud measurement methodologies (detected, prevented, and recovered fraud).
- Advanced Excel or data visualization skills.
Additional information:
Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.
