Facilities Manager

Pay grade: S01

Pay scale level: 23-25

Hours: 37 per week – All year round

Hours of work: 9.30am- 5.30pm Mon- Thurs. 9.30am- 5pm Fri (30 min lunch)

Welcome to our school,

Broomfield SILC is a generic special school for pupils aged 2 to 19 years with 3 sites: our main site and 2 partnership sites at Windmill Primary and Rodillian Secondary. The SILC is based in the South of Leeds and caters for a wide range of needs from moderate learning difficulties; severe learning difficulties; complex and multiple learning needs; Autism and social and emotional and mental health needs. Some students have additional needs – physical; medical; speech and language; visual, hearing or sensory impairment. We are a very popular choice for parents and carers and currently have 228 pupils on roll.

Broomfield secured a ‘Good’ Ofsted in March 2023 where inspectors commented that leaders have ‘high ambitions’ and ‘high aspirations for all pupils’ and that ‘staff are proud to work in our school’. I am very proud of our school community where staff are committed to supporting young people to fulfil their potential and prepare them fully for their future, particularly focusing on communication, independence, and emotional regulation.

We are looking for a Facilities Manager who will work closely with the Business Manager and SLT to be responsible for site management and health & safety.

We are looking for a highly motivated and flexible Facilities Manager who has the passion and drive to ensure the environment is suitable for our young people and stake holders to thrive.

The successful candidate will be able to work independently and able to manage and prioritise their own workload; they will be responsible for maintaining our school site to a high standard and manage all works across site all- year round.

Our SILC consists of Broomfield main site and two mainstream partnership sites, based at Windmill Music federation and Rodillian Academy

The successful candidate will be the first point of contact for all stakeholders in relation to premises and H&S issues therefore, we require someone who has a friendly, professional, calm and courteous manner with fantastic communication skills, attention to detail and a commitment to working in an environment which has the progress, safety and wellbeing of pupils at its core is essential.

Role:

Under the direction of the Business Manager, the Facilities Manager will provide comprehensive operational facilities management to ensure the school environment is safe and secure for all stakeholders.

The Facilities Officer will be the first point of contact for premises and health & safety related queries and be responsible for Broomfield main site to ensure it is safe, secure and a suitable environment for our pupils and staff; they will maintain relationships with suppliers, contractors and hirers of school facilities and manage a budget for buildings, maintenance and health & safety. The Facilities Manager will also be responsible for the school vehicles and caretaking staff.

Main Duties:

Site Management

  • Meet regularly with the Business Manager & Head Teacher, advising of any maintenance or repair work as necessary.
  • To manage own budget in line with Best Value principles and follow set procedures, ordering all supplies and materials for maintenance and repairs
  • Arranging for major repairs/ projects and works to be carried out including sourcing quotations and meeting procurement requirements, in consultation with the Business Manager.
  • Carrying out specified procedures in the event of fire, flood, breaking and entering, accident or major damage.
  • To ensure all school equipment is in a safe and efficient working condition and take out of use any equipment known to be faulty and arrange repairs, advising Business Manager of action taken.
  • Liaising with contractors or external agencies, as appropriate, regarding access to the site.
  • Direct and supervise contractors to the site for repair and maintenance work.
  • Inspect, monitor and record work performance, assisting the Business Manager to develop an accurate premises development plan for site

Security

  • Ensuring that the building and site are left in a secure situation, which includes locking/unlocking of school gates and external and internal doors and closing windows.
  • Registering as a key holder and being a point of contact in an emergency callout situations.
  • Be responsible for ensuring routine and emergency opening and closing of school premises and grounds. Where possible, ensure access in the event of snow, flooding or other emergency situations.
  • Alerting the Business Manager to any risk to a breach of security.
  • Contact and direct the appropriate services in the event of the following emergencies: fire, flood, break-in, vandalism, accident.
  • Ensuring that the intruder alarm and the CCTV are kept in good order and maintained regularly.
  • Opening the school main site each day and flexibility in terms of locking up the main site when needed.
  • Patrolling the site to check for hazards, damages and intruders.
  • Preventing the trespassing and unauthorised parking on the school premises.

Health and Safety:

  • Undertake Health & Safety inspections with the Health & Safety governor, acting upon any issues highlighted and ensuring remedial actions are completed in the required timescales.
  • Undertake inspections and maintenance checks in line with statutory requirements, recording and evidencing where required e.g. daily building checks, playground checks, etc. when necessary.
  • Carrying out the testing on the fire alarm system on a weekly basis, recording results in the Master Fire File as required.
  • Overseeing the maintenance of the fire alarm to ensure it is kept in good order.
  • Ensuring that the emergency lighting is tested, per circuit, on a monthly basis, recording

results in the Fire Logbook.

  • Ensure that the schools planned preventative maintenance checks are carried out in accordance with statutory requirements, e.g. Legionella, Gas Safe, etc.
  • Arrange for and oversee the PAT testing schedule for all sites.
  • Ensure the safe use of all electrical appliances in school.
  • Ensure that all playground inspections are carried out in accordance with statutory guidelines.
  • Making sure that use and storage of chemicals is in accordance with COSHH.
  • Operating in accordance with school policy and in particular to ensure Health & Safety requirements are met.
  • Ensuring contractors meet legal health & safety requirements, e.g. appropriate work permits for tasks undertaken, signing of asbestos register and following CDM regulations.
  • Assisting the business manager in the creation and implementation of the fire plan – protocols and procedures ensuring all appropriate personnel receive training e.g. fire wardens.
  • Responsible for monitoring and maintaining all records from fire evacuations and updating the fire plan accordingly.
  • Undertake investigations of serious accidents and incidents that occur across the SILC and produce reports for SLT and governors.
  • Liaise with and compile evidence/reports as required by the LA insurance department for any claims made against school.

Cleaning

  • Monitor the performance and delivery of internal services for cleaning across sites, overseeing and arranging all other cleaning which does not fall within the contractual arrangements, e.g. window cleaning.
  • Liaising with the cleaning contractor supervisor, as necessary, to maintain standards, keeping the Business Manager informed of any breaches to contract.

Grounds maintenance:

  • Managing and overseeing the contractual grounds maintenance Inc. statutory tree surveys
  • Managing and overseeing that the playgrounds, paths and driveways are in a satisfactory clean condition and free from litter.
  • Managing and overseeing safe and adequate access to the school and classrooms during inclement weather, e.g. flooding, snow etc. and clearing and salting paths when necessary.

School Transport can include:

  • Driving the school minibuses when directed for maintenance purposes and school outings.
  • Be responsible for the up keep and maintenance, including all MOT’s and servicing, of all the school vehicles and ensure that weekly maintenance checks are carried out.

Lettings:

  • Organising lettings of the school premises, as required and in accordance with the Lettings Policy and associated Health & Safety policies and dealing with any associated issues / queries.
  • Letting duties includes opening and locking up and general supervision to ensure that the premises are left in a clean and tidy condition at the end of the letting.

Building & Premises Maintenance:

  • Maintain premises and buildings in line with Health & Safety and statutory regulations
  • Work with the Business Manager to compile and manage a programme of work for renewal/redecoration
  • Inspect and maintain all matters relating to fire, evidencing as appropriate – this includes the inspection and maintenance of firefighting equipment e.g. fire doors, extinguishers, etc.
  • Oversee repairs to doors, windows, broken keys in locks, door closure adjustment, repairs to drawers and furniture.
  • General ad hoc repairs e.g. plastering, plumbing, painting, etc.

General

  • To work with site staff to oversee the following areas:
  • Ensure lighting is kept in good working checking light bulbs, fluorescent tubes
  • Ensuring that the school is adequately heated and hot water is available.
  • Controlling the level of heating and ventilating throughout the buildings as required by the school.
  • Contact the relevant service to report any heating, water and ventilation issues and oversee until the issue is resolved regularly reporting to the Business Manager.
  • Taking delivery of and distributing any stores, materials and other goods.
  • Moving of furniture and equipment, or any other lifting tasks required by the school.
  • Setting up chairs as required for assemblies and whole school events.
  • Arranging the disposal of any redundant furniture and equipment
  • Taking delivery of stores, materials, and other goods and storing them.

Whole-school responsibilities

  • Participate in the performance management process agreed in school.
  • To be participative in the wider school team – carrying out duties and tasks, as required, especially at times of busy periods or to cover absence as directed by the Business Manager.
  • Keep abreast of current Employment Law and Health & Safety legislation, requirement and good practice
  • Develop good working relationships with outside agencies
  • Present a positive personal image, contributing to a welcoming school environment
  • Provide an excellent customer service to parents, pupils, colleagues and visitors to the school
  • Comply with the policies and procedures relating to child protection, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person
  • Be aware of and support difference and ensure equal opportunities for all
  • Contribute to the overall ethos/work/aims of the school
  • Participate in training and other learning activities and performance development as required
  • To undertake any other duties that are commensurate with the post

Any Special Conditions of Service:
There is a requirement to submit to an enhanced Criminal Records Bureau background check. There may be a need to occasionally work outside of school hours and off school premises, as required by the school. No smoking policy.
