Job Overview
The Property Team oversees the Diocesan property estate; this includes over 100 churches, many with parish halls and presbyteries. In addition, there are offices and centrally managed residential property used by retired priests and others. The property team is responsible for supporting parishes in ensuring that health and safety obligations are met and that our buildings are safe and well maintained.
Responsibilities:
The Health and Safety Officer reports to the Property Manager (Residential and Facilities), with a primary focus on monitoring and supporting health and safety compliance in the Diocese and parishes. The main priority for this role is to provide guidance, support and encouragement to parishes to ensure that they stay on top of their health and safety obligations. The Health and Safety Officer also takes responsibility for maintaining and developing the property database.
The postholder will:
Provide first line support to parishes with all queries regarding Health and Safety
Monitor and update the Health and Safety database
Ensure orderly maintenance of the property database
Update preferred supplier lists, maintaining records of insurance and professional accreditations
Visit parish sites and other properties to liaise with priests and providers of inspection services etc as required
Initiate statutory health and safety testing for parishes, liaising with clergy and parish staff to arrange access and instructing the finance team regarding payment
Attend Health and Safety committee and input into agreeing strategy and priorities
Participate in training and support for parish staff and volunteers, including presenting in-person and online training sessions
Attend parishes in person to undertake reviews of parish Fire Risk Assessments

Key accountabilities
Use the online Health and Safety database to monitor parishes’ compliance with diocesan requirements
Pro-actively approach parishes to offer support on updating the database
Use the system to produce reports showing Health and Safety status and progress
Compile and maintain a list of relevant suppliers to support parish needs in H&S eg lightning conductor testing, PAT testing, electrical survey, building contractors
Filing of correspondence and documentation, maintain log of property reports including five-year condition surveys
Develop and maintain lists of suppliers used and recommended in the Diocese for property requirements
Highlight emerging issues in HS and liaise with COO and Competent Person to provide guidance to parishes
Flag serious concerns and escalate relevant issues to COO and Competent Person
Support a parish-based colleague one day a week
Other requirements
No prior property or health and safety knowledge is required, as this role is supported by professional 3rd parties when required
