Human Resources Strategic Lead

Job Background:
The Human Resources Strategic Lead is responsible for ensuring the delivery of professional HR support services. The role holder will provide specialist advice and will implement innovative people solutions that reflect best practice and support the complex operational needs of the Police Service of Northern Ireland.
Hours of Work: Monday – Friday, 37 working hours per week.
Salary: £61,673 - £64,469 plus £1422 environmental allowance.
Main Activities:
The main duties and responsibilities associated with the role include the following:
- Supporting the Director and Deputy Director of Human Resources in developing, integrating and achieving the aims of our People Strategy.
- Designing and leading consultation on progressive people policies and processes that are digital by design and improve efficiency and user experience.
- Acting as a strategic enabler and subject matter expert in supporting senior managers and advising on complex Human Resources issues.
- Developing and maintaining strong relationships across a broad range of internal and external stakeholders to develop and implement innovative people solutions.
- Championing and consistently implementing our workforce focused ethos within our HR policies and practices.
- Working collaboratively with other HR Strategic Leads to ensure optimum service delivery and the best use of resources against shared priorities.
- Creating a learning culture focused on continuous improvement, evaluation and innovation.
- Designing, recommending and delivering resourcing solutions that reflect organisational priorities and are focused on maximising talent management opportunities.
- Advocating and instilling confidence in the Service Operating Model across the organisation.
- Leading, managing and successfully delivering complex cross-functional people projects across the organisation within specific timeframes.
- Interpreting workforce data to identify trends and test people solutions in partnership with senior leaders.
- Maintaining a strong focus on high quality customer engagement and pragmatic delivery of Human Resources services.
- Assuming responsibility for strategic transformation and operational change work streams; ensuring human resources considerations are reflected from the outset in organisational design.
- Managing escalated disciplinary and employee relations issues and quality assuring associated investigations to mitigate the risk of legal challenge.
- Leading and inspiring specialist practitioners and teams in order to achieve shared performance objectives and to increase their professional capability.
- Engaging in continuous learning and development and external networking opportunities to enhance knowledge and skills and awareness of emerging legislation and best practice.

Person Specification
Essential Qualifications
- A degree or equivalent qualification in a relevant area.
- Chartered Member of Chartered Institute of Professional Development (or be in a position to attain this level of membership within 24 months).
Essential Skills and Experience
- Minimum of three years’ experience in a senior Human Resources role in a complex and challenging, large organisation (300+ employees).
- Professional credibility in providing Human Resources advice and guidance to senior management within a fast-paced operating environment.
- Strong interpersonal skills and the ability to engage stakeholders and manage relationships effectively.
- Innovative approach to delivering people solutions and contributing to strategic planning.
- Ability to work under pressure in responding to changing and competing complex Human Resources issues.
Essential Other
- IT literate specifically in the use of the Microsoft Office suite. (Including MS Word, MS PowerPoint, MS Excel and MS Outlook)
Additional Information:
The successful candidate must have access to a form of transport which will enable them to fulfil the responsibilities of the job in full.
Appointment will be dependent on the individual satisfying the vetting requirements for the post which will vary according to the work area appointed to. Please note that for all appointments there is a minimum requirement to have a three year checkable history, which includes a requirement for candidates to have resided in the UK for the three years immediately preceding their vetting application.
