Job summary
We are looking for individuals skilled in organising and leading, to effectively manage the delivery of a broad range of administrative support functions and are keen to become successful leaders.
This is a fixed term appointment, for up to 23 months, with the option to complete a Level 3 Business Administration Apprenticeship during the course of this appointment.
Hours
Please note that if you choose to undergo the Apprenticeship, the role will be full-time only due to split between working and learning requirements. However, there is an option to work part time with a minimum of 30 hours per week without the apprenticeship element.
Job description
We have 2 positions available for Operational Support Team Leaders, which will initially specialise in specific workstreams. These are:
Within HSE, our offices initially specialise in specfic workstreams, for the Bristol office this is specialising in the delivery of HSEs Targeting and Intelligence procedures.
As an Operational Support Team Leader, you will:
- Provide leadership, management and direction to a team of operational support staff.
- You will work closely with Senior Administrative Managers, Heads of Operations and regulatory colleagues across operational divisions to understand and support delivery of inspections investigations in accordance with the yearly HSE workplan.
- You will be responsible for ensuring adherence to agreed deadlines and completion of regular and timely data quality checks, managing and mitigating risks given essential GDPR considerations.
- As a line manager, you will lead and proactively engage in personal and team development and performance management.
Person specification
You will work closely with your Senior Administrative Manager to lead and motivate operational support staff, encouraging consistent high-quality service delivery.
Essential Skills and Criteria:
You will have:
- A track record of driving a culture of teamwork, continuous improvement, and high performance.
- Demonstrated effective communication and leadership skills whilst building the capability of staff through development and training.
- Ability to coordinate resources effectively, monitor workloads and ensure business priorities are met.
- Experienced in identifying and escalating business risks, building effective relationships across teams, sharing knowledge, adapting to change, and ensuring compliance with office security, business continuity, health and safety, and facilities management requirements.
- Able to showcase consistent application of performance and attendance management procedures with support from your Senior Administrative Manager, taking action when necessary.
Apprenticeship Information
Apprenticeship is available for Level 3 Business Administration for this position.
This is a development route so to be eligible to apply for the apprenticeship, the training and development you receive must provide you with significant new skills and learning. This is an essential requirement for apprenticeship funding and means you must not already hold a similar or higher qualification, be working towards a similar or higher qualification, or be significantly experienced in the management, business, or administration modules.
If you hold a similar or higher qualification or are currently working towards a similar or higher qualification in the Business Administration or Team Leader modules, you will be unable to enrol onto the apprenticeship programme.
In addition you must:
- Be aged 16 or over (there is no upper age limit).
- Have the right to work in the UK and have been ordinarily resident in the UK/EU/EA for 3 consecutive years before starting the apprenticeship.
For candidates aged 19 and over, for these programmes, in line with the Department for Work and Pensions (DWP) HSE has agreed that it is a learner-led decision to complete Functional Skills (Level 2 Maths and English). This means that if you cannot evidence you have this already, you now have the option to complete the Functional Skills or opt-out if you prefer. We wish to encourage learners to continue with Functional Skills, especially if you feel it would be beneficial in improving your literacy or numeracy skills or it may be helpful for your future career ambitions to have an English and Maths qualification but for this pathway it is not mandatory.
For candidates aged 16-18, you will be required to provide evidence of a level 2 equivalent qualification in Maths and English (i.e., GCSE Grade A-C). If you do not hold or are unable to provide evidence of this, you will be required to undertake Functional Skills exams (Level 2 Maths and English) as part of the apprenticeship programme.
Hybrid Working
At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.

Sift Information
The sift will take place week commencing 29th June 2026.
You will be assessed on your Personal Statement and the Behaviour - Managing a Quality Service.
IMPORTANT: Please note an initial sift will be conducted on your Behaviour. If you meet the benchmark for the Behaviour, you will be progressed to a full sift in which the Personal Statement will also be scored. If you do not meet the standard for the Behaviour, you will not receive a score for your Personal Statement.
Interview Information
Interviews are expected to take place virtually (via Teams) from week commencing 13th July 2026.
At interview, you will be assessed on your Behaviours alongside Strength-based questions.
