Job description
The role reports into the Chief Investment Officer (CIO) and leads on the strategic management of the portfolio and project initiation in a newly re-structured team. You will work alongside three existing Deputy Directors to ensure consistency of approach, governance, and stakeholder engagement on a national portfolio of projects. The role is responsible for the leadership and development of a team of 6 FTE , including two direct reports, supporting the delivery of the GPA Business Plan and the capital delivery portfolio under Government Hubs and Whitehall Campus Programme. This is an exciting and high-profile role with significant delivery and commercial leadership responsibilities, as well as opportunities for career growth and progression, with focus on prioritising and effectively allocating resources across the portfolio to ensure optimal delivery of strategic objectives in line with government priorities.
Key Responsibilities
- Strategic Leadership: Provide strategic leadership to the Investment Portfolio team and contribute to the wider Investment Senior Leadership Team, fostering collaboration across the organisation and with strategic partners. As a member of the Investment Senior Leadership Team, contribute to the leadership of the team working collaboratively across GPA and with its strategic partners. Lead the Investment Portfolio team, coaching and supporting to develop individual and collective skills and experience. Lead Portfolio workstreams including Portfolio Planning, Business Case Investment, and Project Initiation. Builds a strong relationship with HMT, CO and any other approval stakeholders.
- Enterprise Portfolio Development and Investment Planning: As part of the wider PMO capability in GPA, develop and implement a portfolio management approach, advising on delivery models, and funding options to maximise value from assets. Further develop the enterprise PMO and data management to deliver value through evidence-based decision-making. Drive the development of the enterprise PMO and data management, enhancing transparency, accountability, and the realisation of benefits in line with business cases. Work with GPA colleagues on investment appraisals providing advice on the redevelopment of existing freehold assets working with other Deputy Directors, weighing up different delivery models. Collaborate with GPA colleagues to support strategic investment planning and the development of compelling business cases. Ability to curate and steward all business cases from gestation to final approval (SOC, OBC, FBC).
- Project Initiation and Business Cases: Lead project initiation activities, including the development of business cases, project proposals, and routes to market that optimise return on investment. Develop project proposals, business cases and routes to market that optimise cashable and non-cashable benefit returns on investment. Ensure benefits are realised in line with the business cases. Ensures that environmental and social considerations are embedded in Business Case development. Using management information, drive performance improvement across the Investment directorate, working with other Deputy Directors. Deliver reporting function on behalf of the CIO. Oversees the integration of digital tools in managing the portfolio of projects. Uses data analytics to prioritise work and allocate resources effectively across the portfolio.
- Investment Management and Planning: Strengthen investment management and assurance capabilities across GPA, ensuring a robust Investment Approvals, Prioritisation and Initiation processes, supporting evidence-based decision-making across the portfolio. Provide insight and reporting for clients and GPA colleagues. Ensures the portfolio evolves to reflect changes in strategic directives and business priorities, maintaining balance to optimise delivery. Secures necessary resources from internal and external providers. Manages the integration of project outputs and dependencies within strategic objectives.
- Financial Management and Affordability: Develop and maintain financial benchmarks through Property and Capital Projects PMO functions, managing Portfolio affordability and responding proactively to market cost pressures and inflation. Continue to develop cost and financial management in conjunction with Capital Projects finance colleagues and strategic partner cost management staff. Agrees the organisation's risk appetite for Portfolio planning and ensures it is embedded within the Investment Planning and wider organisation. Makes decisions in response to escalated risks or opportunities.
Person specification
- We are seeking an experienced, strategic and commercially astute individual to lead the Investment Portfolio team.
- This is a senior leadership role requiring a balance of deep technical expertise, strong stakeholder influence, and the ability to lead complex investment approvals in a high-value, high-accountability environment.
- The successful candidate will be able to operate at pace and with autonomy, while building trusted relationships and driving performance across multidisciplinary teams and external partners.
- They will bring proven experience in portfolio oversight, programme assurance, and the development of business cases that demonstrate value and support strategic investment decisions.
- The ideal candidate will possess a strong understanding of financial planning, affordability modelling, and commercial development, with the ability to evaluate delivery models and optimise asset value.
Experience & Technical Skills
Essential criteria:
- Extensive portfolio governance leadership and investment appraisal experience, with a strategic, pragmatic mindset, underpinned by deep understanding of the contemporary real estate development and delivery industry. A demonstrable expertise in driving robust investment decisions that meet broad GPA objectives whilst optimising commercial returns in a changing and complex stakeholder environment.
- Ability to maintain a commercial focus, with experience of enhancing and delivering value and continuous improvement through hands-on leadership
- A deep understanding and experience of Complex Programme Delivery through the end to end project lifecycle, from strategy, through initiation to delivery, coupled with knowledge of enterprise Programme Management Office (PMO).
- Extensive experience of benefits realisation, and operating within the organisations risk appetite in planning the portfolio investment road map.
- A proven track record of managing large-scale, high value, complex property investment projects and programmes with a focus on new build and refurbishment commercial office projects. This should be on a national level, within a highly complex multi-client environment, driven by a culture of excellence in customer service.
- Strong relationship management, interpersonal, communication and influencing skills, with the ability to operate and build effective relationships at all levels within an organisation particularly at Director level, with approval stakeholders including HMT and also across customer groups. Understanding stakeholders drivers and behaviours, utilising these to deliver on the GPAs investment requirements.
- Leading a multidisciplinary team working in a matrix environment and building strong relationships across team/business area/ departmental/ boundaries with clear evidence of the ability to deliver through others. An ability to build networks of influence, formal resource management and direction of teams. Able to build effective teams, flex and deploy appropriate resource, underpinned by the development and individual and team performance.
- Demonstrates resilience, persistence and a clear focus on delivering results. Able to navigate often complex and demanding regulatory, commercial and political landscapes, all the time maintaining a dynamism with a focus on achieving measurable and impactful results delivering excellent customer value.
- Demonstrable Digital literacy, with ability to develop and utilise collaborative IT platforms such as Google Workspace or Microsoft Office/Sharepoint and be able to demonstrate productive use of AI tools.
Qualifications and Accreditations
Essential criteria:
- Full (e.g. Chartered) professional membership/accreditation of a recognised property or construction professional body, for example but (not limited to) RICS and/or an equivalent programme qualification for example ChPP / FAPM, or the experience and willingness to seek such membership/accreditation.
