Full job description
Job Purpose
To design, develop, implement and maintain core corporate business information systems that operate across the administrative, teaching and research functions of the university in accordance with agreed University objectives. To lead the delivery of substantial technology solutions which maximise service quality and efficiency and meet service standards and requirements.
Main Duties and Responsibilities
1. Lead initial investigations in the early stages of new system development. Gather, analyse and document complex system requirements, working with users to ensure that technical solutions will meet their needs by supporting business processes effectively and ultimately add value to the University.
2. Design, develop and test new systems, producing detailed design specifications and documentation, and ensuring at all stages that the system delivered will meet user requirements and expectations.
3. Responsible for the architectural and security related aspects of system design and implementation so that quality and secure systems support the University’s critical processes.
4. Implement, upgrade, maintain and support systems, both developed in-house or third party packages, providing full technical documentation where appropriate and ensuring the business impact of changes is assessed and managed.
5. Provide expert advice to users of the system in order for them to utilise the system to its full potential. Respond to support calls from staff and students using the IT Helpdesk System.
6. Provide continued system support to existing systems in order to ensure that services are consistently available at all times and perform well for the users who rely on these systems in order to carry out their jobs.
7. Plan and manage the work of others when required which may involve a mentoring role, giving direction and instruction to less experienced team members or contractors.
8. Communication with third party suppliers, government bodies, and relevant University offices and committees regarding legislative requirements and University regulations.
9. Attend training courses and conferences, and access training materials as appropriate, to ensure continued familiarisation with new technologies and keep skills up to date.
10. Evaluate relevant new technologies and if appropriate produce utilisation guidelines and deliver familiarisation sessions to improve the productivity of the Service and the quality of services.
Knowledge, Qualifications, Skills and Experience
Knowledge/Qualifications
Essential:
A1 Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist role(s) Or: Scottish Credit and Qualification Framework level 9, 10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent, including being professionally qualified in relevant discipline, with a broad range of professional experience in a management role(s) and experience of personal development in a similar role.
A2 Web Application Development: C#, ASP.NET, LINQ, HTML, CSS, jQuery and JSON.
A3 Development tools: code repositories (GitHub), IDEs (Visual Studio), continuous integration (Jenkins) and TDD.
A4 RDBMS: SQL Server Enterprise.
A5 Security technologies: e.g. TLS, MFA, and security standards such as OWASP.
A6 Agile development practices: e.g. story point estimation, SCRUM ceremonies.
A7 Developing and implementing Web Services.
Desirable:
B1 An understanding of FOI and DPA legislation.
B2 Knowledge of digital accessibility requirements including WCAG standard.
B3 Knowledge of Microsoft 365 development, i.e. SharePoint, Power Platform, PowerShell.
B4 Knowledge of Microsoft Azure, e.g. Entra, Application Registrations, Service Principles, Azure DevOps.
B5 Front-end frameworks: e.g. Node.js, Vue.js, React, TypeScript.
B6 Web Application Development: ASP.NET MVC, IIS.

C2 Ability to acquire complex technical knowledge in a rapid and ever-changing environment.

Experience
Essential:
E1 Substantial full systems lifecycle design experience, including requirements analysis and writing technical specifications.
E2 A consistent track record of developing complex solutions using the technologies specified in the Essential Knowledge/Qualifications section above.
E3 Experience working in a development team environment, working collaboratively to deadlines.
E4 Experience of planning workload using own judgement and initiative to estimate and deliver, including assigning tasks to junior staff.
Desirable:
F1 Broad range of professional experience supporting and maintaining large corporate business systems.
F2 Experience working within multi-skilled agile project teams.
F3 Experience of application development using SharePoint or Microsoft 365 Power Platform.
Terms and Conditions
Salary will be Grade 8, £49,250 - £56,921 per annum.
This post is full time (35 hours p/w) and open ended. Relocation assistance will be provided where appropriate.
