Job overview
Help shape the future of London through planning, development and transport.
Our Spatial Planning & Development Year in Industry programme offers two distinct pathways.
The Spatial Planning pathway focuses on the relationship between transport and growth across London. You'll help shape planning policy, support major development projects, plan future transport infrastructure and work with a range of stakeholders to deliver the Mayor's vision for Good Growth.
The Planning & Development pathway is based within Places for London, TfL's commercial property company. You'll support the delivery of new homes, jobs and mixed-use developments across TfL's estate, helping to secure planning permissions, influence development proposals and promote high-quality, sustainable design.
Whichever pathway you join, you'll gain hands-on experience, work on real projects and contribute to the sustainable growth and success of one of the world's most dynamic cities.
What will I be doing?
Spatial Planning
You will work at the cutting edge of the relationship between development and transport. You will make a valuable contribution to exciting and innovative proposals across London, many of which are of national significance, while developing your understanding of the planning process.
Opportunities to become a Spatial Planning Assistant at TfL are expected to be available across all teams in the department.
Development Management
The Development Management team helps ensure that new development supports the Mayor’s planning priorities while safeguarding and promoting London’s transport operations and infrastructure.
- Assess planning applications against relevant local and regional planning policies, including the principles of Healthy Streets, Vision Zero and Good Growth.
- Identify and help resolve transport issues, while seeking opportunities to deliver new and improved transport infrastructure through development.
- Work closely with teams across TfL, the GLA, local authorities, developers and other key stakeholders.
London Plan and Planning Obligations
The London Plan and Planning Obligations team helps shape planning policy at a London-wide level and ensures that developer contributions support critical transport infrastructure.
- Contribute to the development and implementation of strategic planning policy, including the London Plan.
- Analyse income from the Mayoral Community Infrastructure Levy, comment on planning applications and respond to Local Plan consultations.
- Work closely with teams across TfL, the GLA, local authorities, developers and other key stakeholders.
Growth and Masterplanning
The Growth and Masterplanning team helps shape how London grows, ensuring that new development is well connected, inclusive and sustainable.
- Develop area-based plans for key growth locations, Opportunity Areas and major transport interchanges.
- Support studies and project teams by setting objectives, guiding analysis and developing evidence-based recommendations.
- Work with teams across TfL and external stakeholders to identify transport solutions that respond to London’s changing needs.
Section 278 Highways
The Section 278 Highways team manages the delivery of highway and public realm improvements associated with new development across London.
- Support the design and delivery of highway and public realm works through the Section 278 programme.
- Work collaboratively with teams across Spatial Planning, engineers and network performance colleagues throughout project design and implementation.
- Help deliver road safety benefits and other highway improvements in line with the Mayor’s Healthy Streets and Vision Zero priorities.
Planning & Development
You will be a Planning and Development Assistant in the Homes, Partnerships & Development (HPD) team; You will make a valuable contribution to exciting and innovative projects in London, helping you to develop your understanding of planning and development issues and processes.
- Helping realise Mayoral objectives to deliver new homes, affordable housing, high quality place making and income generation through the development of TfL property across the commercial estate.
- Undertake planning research, appraise potential development sites and opportunities, review planning policy, provide planning advice to colleagues and generally support the progression of development schemes.
Whilst you will be focussing principally on planning issues and delivery, the role will also provide opportunities for you to gain experience of other roles in property development including Development Management. You will work closely with other parts of TfL, the GLA, local authorities, developers, consultants, and other key stakeholders.
Sustainability
Sustainability is intrinsic to TfL’s work ethos, and we ensure that we operate in a sustainable way to protect and regenerate the natural world.
You will help to implement our Sustainable Development Framework (SDF) and the Mayor’s ‘good growth’ agenda on projects.

Our city. Made better by you.
TfL is a place that’s open to your ideas. Where you can make a tangible impact and see the positive results of your work on the people and places around you. It’s a place where you can thrive and achieve. Where you’re encouraged and enabled and empowered to feel pride in the work you do. The clue is in the name, really. We work together for a better London. A better place for everyone. Constantly improving and enhancing how we operate to shape a city of the future.
Inclusive recruitment process
We are committed to equality, diversity and inclusion and aim to reflect the diverse communities we serve. We believe that a diverse workforce enables us to deliver better services and outcomes. Our goal is to make our recruitment as inclusive as possible. As a Disability Confident Leader, we actively encourage applications from disabled people.
As part of the Disability Confident scheme, we aim to offer an assessment or interview to candidates who apply via the scheme where the minimum essential criteria for skills, knowledge and experience has been met. In some circumstances, it may not be practical to offer an interview or assessment to every candidate who applies through the scheme and meet the minimum essential criteria; in these situations, we select candidates who best meet the minimum criteria for the job rather than interviewing all who meet them.
Across all recruitment activity, we recognise that selection methods may vary depending on the nature and scale of the campaign and will be applied fairly, consistently and proportionately in line with our Disability Confident commitments.
In High Volume campaigns including Graduate, Apprentice and Intern recruitment the minimum criteria we set is achieving a pass mark in our first stage assessments, adopting a proportionate approach to the Disability Confident Offer an Interview scheme.
Please let us know if you require any reasonable adjustments for any stages of the application process.
Important information
A majority of the roles available will be based within the Spatial Planning pathway, please specify the route you would like to take upon application.
