Job Overview
Homlex has spent years building a reputation as one of the East Midlands' most responsive supported housing providers working directly with Leicester City Council, Nottinghamshire County Council, Serco, Nacro and a range of CQC providers who already place people in our properties.
Now we're taking the next step: launching a fully CQC-registered personal care arm that allows us to deliver the full supported living service (accommodation and care) under one roof. That means you'll have something most new RM roles don't offer: a warm referral pipeline, established property infrastructure and a leadership team already trusted by local commissioners.
You will be the Registered Manager from day one - named on the CQC registration, shaping the care model, hiring your team and establishing the governance that will take this service to a 'Good' or 'Outstanding' rating. This is a rare opportunity to own something.
WHAT YOU'LL DO
● Lead and manage the day-to-day operations of the registered supported living service across East Midlands properties
● Act as the named Registered Manager on the CQC certificate: owning compliance, quality assurance and regulatory notifications
● Build and supervise a small, high-quality care team (Senior Support Worker + Support Workers), including recruitment, induction, supervision, and performance management
● Develop and maintain person-centred care plans, risk assessments and support plans for each service user
● Manage safeguarding concerns and incidents in line with local authority protocols and CQC Regulation 18 notification requirements
● Conduct regular audits, mock inspections, and quality checks - keeping the service inspection-ready at all times
● Maintain and develop relationships with LA commissioning teams, social workers, families and partner providers
● Work closely with the Managing Director (RI) on governance reporting, KPI delivery and service development
● Drive placements through your LA and provider relationships - helping to fill the portfolio quickly with well-matched, stable placements
● Build a positive, values-led culture where staff feel supported and service users live fulfilling, genuinely independent lives
WHAT WE'RE LOOKING FOR
Essential:
● Minimum 5 years' experience managing a regulated care service (supported living, domiciliary care or similar)
● Level 5 Diploma in Leadership and Management for Adult Care (RQF) - or actively working towards it with a clear timeline
● Experience supporting adults with learning disabilities, autism, and/or mental health needs
● In-depth knowledge of CQC regulations, the Single Assessment Framework and the five Key Lines of Enquiry
● Strong understanding of Right Support, Right Care, Right Culture and what this means in a supported living context
● Confident and capable at safeguarding, medication management policy and managing regulated activities day to day
● Enhanced DBS (or willingness to obtain and we cover the cost)
● Full UK driving licence and access to a vehicle
Highly desirable:
● Existing CQC registration as a manager, or previous experience of going through CQC registration as the named RM
● Oliver McGowan Mandatory Training (Tier 2) completed or in progress
● Experience working with or commissioning through Leicester City Council, Nottinghamshire County Council or East Midlands LAs
● Existing relationships with LA commissioners or care providers - you know who to call
● Positive Behaviour Support (PBS) training or experience
