Job summary
A key operational arm of HSE, Energy Division (ED) regulates the UKs Offshore Oil and Gas Industry, pipelines, mines, diving, and renewables sector. We employ around 140 professional engineers and scientists to do this. Respected internationally for our independent status and integrity, we have a long-standing reputation for technical expertise which can be applied logically to deliver effective, proportionate solutions enabling hazardous activities to be managed safely.
As an Offshore Inspection Management Team Inspector, you will be involved with regulating offshore oil and gas operations and related activities with a particular focus on addressing the potential major accident hazards in relation Safety Management Systems. In this frontline role, you can influence not only individual organisations but the sector as a whole.
Due to the nature of the work undertaken and the training element, this role is offered on a full-time basis only.
Job description
Key Responsibilities
The post offers a real opportunity to influence and improve safety across a wide range of activities both on and offshore, including ageing installations, new exploration and production programmes, safe decommissioning and the most high-tech innovations.
This is a front-line specialist post. You will need to apply your experience and knowledge to identify risk and underlying issues on site (often from first principles); make effective decisions on the adequacy of existing control measures; and persuade and influence people at all levels to achieve compliance with the law.
Applying your professional knowledge and experience, you will:
- Investigate major hazard events or precursors to identify immediate and underlying causes and safety management system failings. This includes fatalities and other serious incidents and acting to secure improvements and prevent reoccurrence.
- Where necessary you will also take action to secure justice i.e. compiling prosecution reports.
- You will be required to serve prohibition and improvement notices where required.
- Inspect workplaces to make sure that health and safety risks are being effectively managed, driving improvements where necessary to achieve compliance with the law and regulatory requirements.
- Define and manage the implementation of intervention strategies and plans for allocated duty holders, leading intervention teams to do so.
- Manage the assessment of safety cases and related regulatory submissions.
- Effectively manage relationships with stakeholders of varying seniority and across multiple, high-profile industries, including SMEs, other government departments, the Offshore workforce and the joint Competent Authority.
Training Programme
From day one, you will be supported by your manager, team, and wider colleagues to understand and develop in your role in HSE. We support your continuing professional development directly through formal training and through stakeholder support.
You will join our Regulatory Learning Academy and undertake the learning pathway relevant for your role. This pathway will reflect the core operational functions and skills required in this role.
Travel and Working Patterns
Frequent travel is required in this role, both across the UK and Offshore. In addition to frequent travel to Aberdeen and other HSE offices, you will be required to spend periods of time offshore, including overnight stays. This usually includes working outside of normal core working hours, early check-ins and late returns from offshore inspections. You will travel from Aberdeen and other airports by helicopter or marine access to offshore installations, and floating production and non-production installations, usually once a month and for one to four days. On occasion, you may be expected to undertake unplanned visits offshore at relatively short notice, including weekends.
Hybrid Working
At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.

Essential Skills & Criteria
- Practical experience through working in engineering, technical, operations, management or regulatory roles in the offshore oil and gas industry with demonstrable professional responsibility and authority.
- Detailed knowledge in relevant areas which may include, but are not limited to: Asset integrity, operations and maintenance management, quality, health and safety management systems in an offshore major hazard context, Safety Cases and Verification schemes, offshore exploration, production and support installations, and the general operation of their plant and equipment, or the roles of offshore safety committees and elected safety representatives
- Good organisational and planning skills, taking responsibility for delivering expected outcomes on time and to the required standard.
- The ability to lead and work collaboratively as part of a multi-disciplinary team, maintaining positive professional working relationships with colleagues and stakeholders.
- Good communication skills to influence change at all levels in the organisations we regulate, including the ability to write effective, clear communications and technical reports, presenting complex technical information in a clear and concise way for non-technical audiences.

Sift Information
