Connect it Utility Services (CIUS) is a multi-utility infrastructure provider with over 25 years in the industry. From our head office in Hedge End, Southampton, we deliver electricity, gas, water and civils works across the Midlands and South of England for housebuilders, Distribution Network Operators and industrial and commercial clients.

We work as both an Independent Connection Provider and a framework contractor. Our reputation depends on planning work properly, resourcing it realistically and delivering what we commit to, safely.

About the Role

This is a senior leadership role leading our operational programming function across multiple frameworks, projects and workstreams. You will own the programme and make sure it is accurate, achievable and trusted across the business.

You will lead a team of Programme Controllers, spot capacity issues before they hit delivery, give senior management a clear view of workload and risk, and lead recovery when things slip. Reporting to the Operations Manager, you will be the go-to person for programme matters across the business.

Key Responsibilities

• Lead and develop Programme Controllers and the planning team
• Set and maintain programme governance, controls and reporting standards
• Own the rolling twelve-week resource forecast and monthly capacity reviews
• Match demand to labour, subcontractors, plant, vehicles and materials
• Run the weekly risk register and lead recovery when programmes slip
• Challenge delivery dates that aren’t backed by confirmed permits, resources or dependencies
• Report programme performance, forecasts and trends to senior management
• Work closely with Operations, Commercial and Project Management teams
• Improve programme processes, systems and reporting

About You

• Significant programme management, planning or operational delivery experience in utilities, infrastructure or construction
• Experience leading planning, programming or operational teams
• Strong grasp of resource forecasting and capacity planning
• Good working knowledge of NRSWA, street works and reinstatement
• Analytical, organised and calm under pressure
• Confident influencing and challenging at all levels
• Commercially aware and experienced with systems such as Salesforce, Inspire Planner, Power BI and Excel

NEC3/NEC4 knowledge, framework contract experience and PRINCE2 or APM are desirable but not essential.
