Full job description

JJ Rhatigan is a leading main contractor with over 70 years’ experience delivering high-quality, sustainable construction projects across Ireland and the UK.

As a family-founded business, we have built a reputation for excellence in health & safety, quality of finish and overall project delivery. Our portfolio spans residential, commercial, education, healthcare and mixed-use developments, combining technical expertise with a collaborative and integrity-led approach.

Our UK business continues to grow, supported by a strong pipeline of work and long-standing client relationships.

About The Role

As part of our continued growth, we are looking to appoint a Technical Bid Writer / Proposal Writer to support the preparation of compelling, high-quality tender submissions that reflect our technical capability and commitment to excellence.

Working closely with operational and technical teams across the business, you will develop clear, compliant and persuasive responses for PQQs, ITTs and tender submissions. The role will play a key part in strengthening the quality and competitiveness of our bids across education, government, residential, commercial and technically complex environments such as data centres, while continuing to support private sector tenders.

You will be comfortable working across different procurement routes and understand the nuances of public sector evaluation criteria and quality-weighted submissions. Highly organised and confident in a technical environment, you will collaborate with and constructively challenge Subject Matter Experts (SMEs) to produce strong, evidence-based responses.

Key Duties and Responsibilities

Bid & Tender Development

  • Analyse client requirements, scoring criteria and evaluation methodology to develop structured answer plans
  • Ensure responses are compliant, concise and aligned to agreed win themes and value propositions
  • Work closely with Directors, Project Teams and technical specialists to gather accurate and relevant information
  • Challenge and refine content provided by SMEs to strengthen clarity, impact and competitiveness
  • Coordinate technical content, case studies and supporting evidence
  • Manage bid timelines, ensuring submissions are completed accurately and on programme
  • Prepare submissions for public sector frameworks, Local Authority tenders, education and government projects, alongside private residential and commercial schemes
  • Interpret and respond to public procurement requirements, including quality-weighted submissions and compliance-led documentation

Content & Knowledge Management

  • Maintain and develop a library of standard responses, case studies and project summaries
  • Capture value-add initiatives and lessons learned from live and completed projects
  • Support the continuous improvement of bid processes and templates
  • Assist with marketing collateral, project profiles and capability statements where required

Collaboration & Quality

  • Participate in bid workshops and review sessions
  • Apply rigorous quality control and proofreading to ensure consistency and high standards
  • Work with Marketing support to develop clear, well-structured and engaging submission documents
  • Contribute insight relating to clients, competitors and frameworks

Skills & Experience Required

  • Experience contributing to bids within the construction sector, particularly where quality submissions are heavily weighted
  • Exposure to public sector procurement (e.g. education, government bodies, Local Authorities or framework agreements), with an understanding of compliance-driven and quality-evaluated tender processes
  • Experience supporting private sector residential or commercial submissions
  • The ability to interpret complex or technical information and translate it into clear, persuasive and well-structured responses
  • Strong writing, editing and proofreading skills with excellent attention to detail
  • A solid understanding of UK procurement processes and tender evaluation methodologies
  • Confidence engaging senior stakeholders and project teams to extract the right level of detail
  • Strong organisational skills and the ability to manage multiple deadlines effectively
