Position: Environmental Health Officer Bexley14

Location: Civic Offices, 2 Watling Street, Bexleyheath, DA6 7AT

Start Date: ASAP

Contract Duration: 4+ Months

Working Hours: 36 hours per week

Job Responsibilities

  • Investigate, assess, and respond to complaints relating to Environmental Health, including environmental protection, housing, commercial premises, statutory nuisances, anti-social behaviour, and air quality.
  • Conduct inspections of premises, land, equipment, and operational practices to ensure compliance with environmental health legislation, Council policies, and statutory requirements.
  • Carry out enforcement activities, including serving statutory notices, preparing enforcement cases, arranging works in default, and initiating legal proceedings where appropriate.
  • Prepare detailed case files and provide technical evidence at Court, Tribunals, Public Inquiries, committee hearings, and other legal proceedings.
  • Investigate complex environmental health issues and determine appropriate enforcement or remedial action with minimal supervision.
  • Assess air quality through monitoring, data collection, analysis, interpretation, and modelling in accordance with statutory guidance and relevant legislation.
  • Interpret complex scientific and technical reports, evaluate monitoring results, and provide recommendations for environmental improvements.
  • Prepare statutory reports, correspondence, Annual Status Reports, Air Quality Action Plans, Cabinet reports, and submissions to government departments such as DEFRA.
  • Respond promptly to service requests and complaints, carrying out detailed investigations and recommending appropriate actions.
  • Maintain and operate environmental monitoring, scientific, and surveillance equipment to required standards.
  • Provide professional advice and guidance to members of the public, businesses, partner agencies, and internal departments on environmental health matters.
  • Liaise effectively with stakeholders including Council Members, Members of Parliament, government agencies, external organisations, and community representatives.
  • Support proactive environmental health initiatives aimed at improving public health, environmental quality, and service delivery across the borough.
  • Mentor, advise, and provide technical guidance to Environmental Health Technical Officers where required.
  • Support the Team Manager in service delivery and deputise for the Team Leader when required, making operational decisions in their absence.
  • Produce accurate written reports, technical documentation, correspondence, and presentations in support of investigations and regulatory activities.
  • Ensure compliance with relevant environmental health legislation, policies, procedures, and professional standards.

Person Specification

  • Degree or recognised qualification in Environmental Health or a related discipline.
  • Appropriate professional qualification suitable for Environmental Health practice (e.g., Environmental Health registration where applicable).
  • Demonstrable experience investigating environmental health complaints, statutory nuisances, environmental protection, housing, commercial regulation, or air quality.
  • Sound knowledge of Environmental Health legislation, enforcement procedures, and relevant statutory guidance.
  • Experience preparing enforcement cases and presenting evidence in legal proceedings, tribunals, or public inquiries.
  • Strong understanding of air quality monitoring, environmental data analysis, scientific interpretation, and regulatory reporting.
  • Experience carrying out inspections, investigations, risk assessments, and enforcement activities.
  • Ability to analyse complex technical information and make sound, evidence-based decisions.
  • Excellent report writing, communication, and presentation skills.
  • Strong organisational skills with the ability to manage competing priorities and work independently with minimal supervision.
  • Excellent interpersonal skills with the ability to build effective working relationships with colleagues, businesses, partner organisations, and the public.
  • Experience providing advice, mentoring, or technical support to colleagues is desirable.
  • High level of customer service and professionalism when dealing with sensitive or complex cases.
  • Competent in the use of Microsoft Office applications and environmental health information systems.
  • Ability to work flexibly, including undertaking inspections outside normal office hours where required.
  • Full UK driving licence and access to transport, where required for the role.
