Applications are invited for a full-time, Fixed Term (3 Years) Plans and Enablement Officer at the Council of Reserve Forces’ and Cadets’ Association.
General Description of the Role
This is an exciting opportunity for a dynamic and motivated individual to become part of an expanding organisation. We are looking for someone who can make a positive difference to the experience of all air cadets across the United Kingdom, and will assist in the development of a coherent national delivery and enablement programme for the RAF Air Cadets. The RAF Air Cadets is youth organisation whose purpose is to grow young people’s potential while fostering an interest in the Royal Air Force’.
The Plans and Enablement Officer, within the Training Pillar, will be the one of the main points of contact for all training activity across the organisation. The role will involve regular interaction, and will work collegiately with, military, civil service and volunteer staff, to assist with the enablement of our Progressive Training Syllabus as well as the national activities which range from day events, through to large-scale UK camps and overseas exchanges. You will also help to ensure that all activity is cost effective, well planned, safe, executed, and reviewed. This is a busy, but rewarding role, knowing that your contribution to this organisation will directly benefit every cadet.
Whilst this job role is based* at RAF Cranwell within the Headquarters of the Royal Air Force Air Cadets, after the probationary period is completed, the role may be suitable for hybrid working. There may be an opportunity for remote working for the right candidate.
Principal Areas of Accountability, Tasks and Duties
- Collaborate with a range of permanent staff and volunteer stakeholders to help develop and execute a short, medium, and long-term programme of national activity for the Royal Air Force Air Cadets (RAFAC).
- Assist with project management (alongside volunteer leads) of the HQ national level activities to ensure the safe, costed, challenging and effective delivery of national level output from concept, planning, calling notices, admin. orders, approvals, execution, and review. Ensure activities are completed on our SMS (SharePoint system) and risks sufficiently mitigated.
- Coordinate meetings with the Air Cadet Liaison Officers (ACLOs) and other personnel where necessary, to develop opportunities for cadets (and CFAVs) in line with organisational aims and purpose.
- Lead point-of-contact for all RAF Station Camps to maximise places, ensure fair allocation and scrutinise documentation to ensure policy compliance.
- HQ lead for overseas visits, point of contact for Diplomatic Clearance.
- Assist with the line-management and administration of volunteer subject matter experts to ensure compliance with RAFAC policy.
- Assist with the coordination of the Defence Training Estate (DTE) bookings for activities and transport requirements.
- Provide written and verbal updates to various internal and external stakeholders
- Develop and update documentation on local SharePoint systems and help to create digital solutions to local issues.
- Actively seek development utilising the learning and development allowance.
- Maintain currency in mandatory training for RAFAC, Civil Service and MOD employees.
Skills and Experience
Essential.
- · Ability to work collaboratively with diverse stakeholders, including volunteers, military personnel, and civil servants.
- · Strong interpersonal and communication skills, both written and verbal.
- · Proven experience coordinating complex programmes or events involving multiple stakeholders.
- · Experience using digital tools such as SharePoint, Microsoft Office Suite, and communication platforms (e.g., Teams, Outlook).
- · Experience in drafting formal communications and reports for internal and external stakeholders.
- · Flexible and adaptable to changing priorities and environments.
- · High attention to detail and accuracy.
- · Ability to interpret and apply policy and procedural guidance.
- · Excellent organisational and time management skills with the ability to manage multiple priorities.
- · Proactive and self-motivated with a commitment to continuous self-improvement.
- Desirable.
- · Knowledge of and ability to use Artificial Intelligence i.e., Gemini or CoPilot to produce policy or reports.
- · Knowledge of MOD and/or RAFAC structures and procedures.
- · Strong understanding of project and event management principles/ Project management qualification (e.g., PRINCE2, APM).
- · Experience working with volunteers or in a volunteer-led organisation.
- · Knowledge of safeguarding, risk assessment, and health & safety in youth or volunteer-led environments.
Additional Requirements
This role may require occasional travel throughout the UK.
