Site Lifting Competent Person

The main purpose of the role is to Perform the role of nominated lifting Competent Person for the control of lifting all activities on the SAIPEM installation. Use of technical and practical knowledge to complete the following: inspect lifting equipment, answer queries about the suitability of lifting equipment, advise in the development and execution of lift plans and ensure that lifting equipment is only issued to those competent to use it. Ensure that all rigging activities are carried out on site as directed by SAIPEM representatives and in compliance with the relevant Company and client standards and procedures. Regular auditing of rigging loft inventory to ensure it is sufficient to meet the operational demands.

Main responsibilities

· Focal point for all rigging requests / lift plans and generated by the SAIPEM onshore Integration & Maintenance Teams. Includes attending daily meetings to ensure effective communication and availability at all times.

· Act as a focal point between the SAIPEM offshore execution team and the onshore I&M team to ensure appropriate prioritisation for all lift plan controlled activities.

· Manage and control the rigging and rigging loft inventory in line with the regulations and SAIPEM procedures.

· Generate, review and endorse routine, simple and complex lifting plans.

· Review and update database of generic and specific lifting plans for the installation.

· Review and maintain the site’s database of generic and specific lifting plans and risk assessments.

· Maintain the lifting plan register to effectively identify demand on the asset from rigging request through to lift plan endorsement.

· Issue monthly report detailing the demand, from number of requests for lift plans to lift plans issued. Also, track quantity of lift plans moving through the SAIPEM lifting procedure approval process stages. Maintain the register of persons authorised to perform lifting operations on the installation.

· Assist in site surveys and provide advice on equipment selection and use.

· Provide technical advice to the SAIPEM Site Lifting Coordinator.

· Assist Sparrows onshore technical support and SAIPEM TAR and campaign lifting specialists with planning of complex lifts on the installation and respond to any lifting related queries.

· Assist as deck crew during crane lifting operations, carry out lifting duties as required

· Undertake other works as directed by SAIPEM representatives on duties unrelated to platform lifting, including emergency duties deemed to be within your competence.

· Act as the PA for all complicated and complex lifting operations.

· Responsible for ensuring that all other persons on the deck and/or rigging crew are trained to the required SAIPEM standards and assessed as competent to undertake their specific duties, and that adequate control is exercised over designated laydown areas for loads.

· Audit specialist contractors’ lifting equipment for compliance with SAIPEM standards

· Maintain high standards of work ethic and lead by example in your actions and demeanour so that your peers can learn from you.

· Mentor and support colleagues in delivering the scope of supply for all maintenance and mechanical handling activities attributed to your assets.

HSEQ responsibilities

· It is mandatory that the incumbent is familiar with the Company's HSEQ Policy and takes an active role in the compliance and improvement of Sparrows Integrated Management System. The incumbent must report any incidents, near misses, actual or potential problems with products, services or systems to their Line Manager.

· The incumbent also has legal responsibilities under country-specific health and safety legislation to follow all Company processes and procedures and familiarise themselves with the emergency response arrangements applicable to them. The incumbent is also responsible for the health and safety arrangements of subordinates (if any) and for any persons visiting them while on the Company premises.

Qualifications and experience

· OPITO LOLER Competent Person Certification

· Minimum 5 years offshore experience in a Rigging and Lifting position

· Planning/Scheduling experience

· Excellent communication skills

· Patience and persistence and ability to prioritise

· Excellent safety record

· Coaching or mentoring experience advantageous
