Full job description

Do you have a passion for animal welfare, community safety, and keeping public spaces clean? Newry, Mourne and Down District Council is seeking a committed District Warden to help uphold local by-laws and national legislation concerning dog control, litter, and environmental safety. Your Duties:

Animal Welfare and Dog Control Duties:

  • Patrol the district (including Council-managed beaches) to detect stray or uncontrolled dogs and enforce related legislation.
  • Act as an expert witness in identifying and seizing dangerous dog breeds and detain them as appropriate.
  • Investigate complaints and incidents involving dogs under the Dogs (NI) Order 1983, including attacks or livestock worrying.
  • Seize, impound, and transport stray or detained dogs to approved kennels – including during evenings and weekends.
  • Issue dog control notices and fixed penalty fines where necessary.

Public Engagement and Education Duties:

  • Provide guidance to the public, community groups, and schools on responsible dog ownership and related legislation.
  • Deliver educational materials and awareness campaigns on animal welfare and litter control.
  • Liaise with partner agencies such as PSNI, USPCA, Dogs Trust, and Housing Executive in joint operations.

Enforcement and Regulatory Duties:

  • Enforce a range of environmental legislation including littering, street trading, and by-laws relating to car parks.
  • Inspect dog breeding establishments and guard dog kennels for licensing compliance.
  • Issue fixed penalties and compile legal evidence, including audio-visual interviews, under PACE guidelines.
  • Prepare and present court reports and act as a witness during legal proceedings.

Your Profile:

Essential Criteria: Applicants must have:

  • Relevant experience in animal control, enforcement, or a similar field.
  • The ability to work independently and handle confrontational situations tactfully.
  • A sound knowledge of relevant environmental and animal welfare legislation.
  • Strong written and verbal communication skills, including report writing and legal statement preparation.
  • A full, clean driving licence and willingness to work evenings and weekends as necessary.

Additional Information:

  • Full time, Temporary.
  • 14 hours per week, Monday & Tuesday.
  • Greenbank Offices, Newry.
