Full job description

Pathway Manager

Beacon Partnership, Leeds

Salary: £39,520 per annum, plus additional on-call payments

Hours: 37 hours per week, Monday to Friday 9am-5pm with some flexibility required

Contract: Permanent

Primary base: Merrion House, Leeds city centre, with regular work across Beacon and partner locations

DBS requirement: This role is subject to an Enhanced Disclosure and Barring Service check

Lead better pathways into supported accommodation

Lead a team that helps people at risk of or experiencing homelessness access the right accommodation and support. You will make fair, safe and timely decisions while working closely with housing and voluntary-sector partners across Leeds.

Beacon supports people experiencing, or at risk of, homelessness and multiple disadvantage in Leeds. Turning Lives Around leads the partnership with Touchstone and Inspire North.

The Pathways Team oversees referrals, assessments and allocations into Beacon accommodation. You will ensure decisions are timely, coordinated and centred on each client’s needs and safety.

Why join us? You will have the scope to improve referrals and allocations, develop a committed team and influence partnership decisions across Leeds. Your leadership will help make access to accommodation safer, fairer and more responsive.

About the role

You will directly manage the Senior Pathway Worker, Assessment Officers and Street Outreach Worker, creating a supportive, accountable team culture and maintaining consistently high standards of practice.

You will oversee referrals and assessments, making sure eligible clients are allocated fairly, safely and promptly to the accommodation best suited to their needs. Your decisions will balance:

  • client needs, wishes and safety;
  • safeguarding and risk;
  • compatibility within accommodation settings;
  • available vacancies and service capacity;
  • the different support models available across the Beacon Partnership.

Working alongside Leeds Housing Options at Merrion House supports timely communication, joined-up decisions and a coordinated response to homelessness and rough sleeping. The role also involves regular work across Beacon and partner locations in Leeds.

Key responsibilities

Your responsibilities will include:

  • lead, support and develop the Pathways Team;
  • oversee referrals, assessments, waiting lists and allocations;
  • make fair, consistent and well-recorded allocation decisions;
  • provide management oversight of complex referrals, safeguarding and risk;
  • coordinate effective responses to homelessness and people facing multiple disadvantage;
  • build strong working relationships with Leeds Housing Options, Touchstone, Inspire North and wider partners;
  • use data to monitor demand, waiting times, outcomes, unmet need and service pressures;
  • maintain high standards of recording, data quality and information-sharing;
  • contribute to operational and multi-agency meetings and the organisational on-call rota.

About you

To succeed in this role, you will need relevant experience of homelessness, housing insecurity, multiple disadvantage or a closely related area. You will also bring a strong understanding of safeguarding, risk management and trauma-informed practice, with the judgement to apply it to complex operational decisions.

You will be able to demonstrate:

  • experience of leading, supervising, coordinating or developing others;
  • the ability to manage competing priorities while keeping sight of quality, risk and client safety;
  • sound judgement when information is incomplete or professional views differ;
  • confidence working across organisational boundaries and providing constructive challenge;
  • clear, respectful communication and strong partnership-working skills;
  • confidence using Microsoft 365 and the ability to learn case-management and performance systems;
  • a commitment to client involvement, equality, reflective practice and continuous improvement.

You may be an experienced manager looking for a new challenge or ready to take your next step into operational management. We welcome relevant leadership experience gained through management, deputising, supervision, project leadership or coordinating a complex service area.

Our values

Our values guide how we work, lead and make decisions:

  • Respect: listening, valuing difference and treating every person with dignity.
  • Integrity: acting honestly, taking responsibility and following through on commitments.
  • Collaboration: working across boundaries, sharing knowledge and building stronger solutions together.
  • Kindness: leading with compassion while maintaining clear and fair accountability.

Enhanced DBS requirement

The role includes leadership and decision-making in services supporting adults who may face exploitation, safeguarding concerns and multiple disadvantage.

This role is subject to an Enhanced Disclosure and Barring Service check. Any offer will be conditional on satisfactory pre-employment and safer-recruitment checks. A criminal record will not necessarily prevent appointment; any information disclosed will be considered fairly and proportionately in relation to the role.

If you require a reasonable adjustment at any stage of the recruitment process, please let us know.

If you share our values and can bring strong leadership, sound judgement and effective partnership working, we would be pleased to hear from you.

Benefits:

  • Bereavement leave
  • Casual dress
  • Company events
  • Enhanced maternity leave
  • Health & wellbeing programme
