Job Summary

The Civils Build Assurance Engineer provides assurance that telecommunications civils works meet the agreed scope, network build specifications, quality requirements and safety rules. Reporting to the Project Manager, the role combines site inspections, subcontractor pre-walks, assessment of DFE requests, defect management, verification of completed quantities and checks of client free-issue material deliveries.

Responsibilities

Provide site-based assurance of civils works from pre-construction through completion. Work with subcontractors to clarify the scope, audit safety and quality, assess proposed changes, verify completed quantities and check deliveries of client free-issue materials. Give the Project Manager accurate records and timely recommendations to support delivery and commercial decisions.

Key Accountability

• Experience in civils build assurance, inspection, surveying or supervision within telecommunications.
• Excellent communication skills with the ability to communicate effectively with diverse teams.
• Ability to work collaboratively with subcontractors, the Project Manager and the HSEQ team.
• Ability to work under pressure while maintaining attention to detail.
• Relevant qualifications in civil engineering or a related field are desirable.
• Ensure a consistently high standard of work is produced in accordance with specification and quality standards through regular documented quality inspections.
• Audit live civils works against approved drawings, network build specifications, quality requirements, agreed methods and safety rules. Record findings and raise corrective actions promptly. Challenge unsafe working practices, require unsafe work to stop where necessary and escalate concerns immediately to the Project Manager and HSEQ team in line with company procedures.
• Ensure all sub-contractors are compliant with providing the required information relating to their works, utilising bespoke company systems.
• Create and maintain good relations with clients and customers, both internal and external.
• Maintain accurate, traceable inspection, photographic, measurement, DFE, defect and delivery records.
• Pre-walk upcoming projects with subcontractors to confirm the scope, drawings, site conditions, access, constraints and interfaces. Record queries and agree actions with the Project Manager before work starts.
• Complete planned inspections, walk-offs and reports within agreed timescales, highlighting overdue actions and risks to the Project Manager.
• Audit completed civils works against network build specifications, quality requirements and applicable
• Openreach CP documents. Identify and record defects, issue them to the relevant parties for rectification, and verify and record close-out.
• Ensure that all work is documented with any areas that don’t meet specification highlighted
• Review and report back on satisfactory areas and those of concern with corrective actions required
• Assess subcontractor DFE (Departure from Estimate) requests on site. Check the proposed change against the original scope and actual site conditions, record measurements and photographs, and provide a reasoned recommendation to support the Project Manager in authorising or rejecting compensation events.
• Walk off completed projects with subcontractors to verify and record quantities against the agreed measurement basis and bill of quantities for the NEC4 contract. Record discrepancies and provide supporting evidence to assist the Project Manager in reviewing and approving subcontractor Applications for Payment.
• Check quantities of client free-issue stores materials on delivery against delivery notes and the physical stock received. Record receipts and promptly report shortages, discrepancies or damage to the Project Manager and the relevant client or stores contact

Qualifications & Experience

• NRSWA qualification appropriate to the inspection duties undertaken.
• Smart Awards SA006 – Safe Working in Civils certificate is required.
• Emergency First Aid at Work certificate is required.
• Good knowledge of Health & Safety.
• Experience inspecting telecommunications civils works, including excavation, ducting, chambers and reinstatement.
• Practical civils experience and the ability to interpret drawings, network build specifications, quality requirements and applicable Openreach CP documents.
• Good communication and contractor liaison skills, with the ability to challenge non-compliance constructively.
• Valid driving license is essential – Company vehicle provided for business use.
• The ability to work under pressure with a high level of attention to detail.
• Previous experience within a similar role.
• A great attitude and fantastic work ethic.
• Experience working to tight deadlines maintaining an exceptional level of customer service. · Proficient in Microsoft Office packages
• Ability to measure and record completed civils quantities accurately and maintain clear photographic and inspection evidence.
• Experience assessing site variations or DFE requests and supporting subcontractor payment checks is desirable.
• Working knowledge of re-measurable NEC4 contracts, compensation events and Applications for Payment is desirable.
• Ability to check delivery notes against physical materials received and report discrepancies accurately.
