Job summary
International Centre of Electronic National Charts (IC-ENC) is an international organisation that supports safe and consistent marine navigation by coordinating and validating Electronic Navigational Chart services for more than 50 member hydrographic offices worldwide. Working at the forefront of digital maritime standards, IC-ENC is evolving from S-57 to S-100 services and driving innovation, automation and quality across global chart production and validation.
An exciting opportunity has arisen to come and work with the international expertise within IC-ENC team as a Project Delivery Officer and make an impact through technological advances to provide increased automation and efficiency for our ENC and future S-100 marine navigation services.
IC-ENC is developing its capability from S-57 to S-100 marine navigation services for its 50+ Members worldwide.
Working in a professional fast-paced environment you will manage a complex and demanding workload, adapting to changing priorities and offer effective solutions, providing support to the IC-ENC Technical Team to maintain and enhance appropriate Technology Infrastructure, databases, and workflow applications to support delivery of IC-ENC services.
Hybrid working
This job role can be worked on a hybrid basis, which is an informal, non-contractual and voluntary arrangement, working between the office in Taunton and remotely within the UK.
Office attendance is expected 60% of the time.
Job description
Project Management & Delivery: Apply project management principles to deliver technical change initiatives, including requirements gathering, implementation, testing, and rollout of internal improvements.
Technical Solution Design & Implementation: Collaborate with IT architects and developers to design, configure, and deploy technical solutions, ensuring integration with existing infrastructure and systems.
Stakeholder & Vendor Coordination: Manage relationships with internal stakeholders and external service providers, supporting procurement activities, facilitating meetings, and ensuring deliverables are met.
System & Service Support: Provide first-line technical support to IC-ENC regional offices and member organizations, monitor services, escalate issues to providers, and assist third-party specialists as needed.
Documentation, Standards & Compliance: Translate business requirements into user stories and functional specifications, maintain technical documentation, and develop an understanding of IHO standards such as S-57 and S-100.
Automation, Data & Analysis Support: Identify opportunities for workflow automation, support tooling improvements, and assist with data handling, validation, and analysis to inform decision-making.
Other tasks as set by IC-ENC General Manager and management team to deliver activities within the IC-ENC annual Work Plan.
Person specification
- Proven experience of managing change, gathering requirements and of testing solutions/tools against requirements/specifications.
- Experience in a project delivery role or similar, working to deadlines bringing tasks to a conclusion.
- A self-motivated and analytical individual with the ability to make effective decisions.
- Experience of technological development and improvement including software testing.
- An understanding or experience with S-57, S-58, S-100 IHO Standards and S-100 based product types.
- Familiarity with general data concepts, with the ability to work effectively with structured data (e.g. SQL and XML).
- Good working knowledge of GIS software packages (such as ArcGIS, QGIS, Safe FME), and experience with similar software.
- Experience of Microsoft tools (including SharePoint and Power Platform tools such as: PowerBI and CoPilot) and their capabilities and applying these to new business processes.

Process:
- Single Stage Interview via MS TEAMS. You will be contacted to book a suitable slot if you are shortlisted (see our Candidate Pack for further information)
- Interview will be with a panel of no more than 3 people and will last approximately 45 minutes. If selected for interview, you will be required to give a 10 minute presentation as noted above. The title of the presentation will be provided in your Invitation to Interview.

Residency Requirements:
