Proposals Manager - Yorkshire & North East

We are seeking a commercially driven and relationship-focused Proposals Manager to develop and manage a strong pipeline of opportunities across both new and existing clients.

This role is central to securing work that meets budgeted turnover and margin targets, while strengthening Tilbury Douglas Engineering’s presence across the Yorkshire and North East region. You will support regional growth, cultivate new accounts, and contribute to national key account strategies — ensuring TDE delivers exceptional customer service and added value at every stage of the project lifecycle.

Covering the full opportunity journey from initial engagement through to tender preparation, negotiation and final settlement, this is an exciting opportunity to directly influence business growth and strategic client relationships.

This role will require occasional regional and national travel including overnight stays.

What you will be doing

  • Develop and manage a transparent and robust pipeline of opportunities across key accounts, including end users, main contractors, PQs, consultants and key project influencers.
  • Drive growth within the Yorkshire and North East (YONE) region, strengthening both external and internal client relationships to support the operations team.
  • Expand the TDE brand presence within the external and end-user market.
  • Build and maintain strategic relationships through structured networking with key stakeholders, designers, supply chain partners and clients.
  • Lead targeted business development activities including calls, cost plan engagement, order conversion strategies and hospitality events.
  • Accurately report on Work to Win, GAP analysis, CRM systems and estimating/cost planning workload programmes.
  • Balance sector exposure in line with historic performance trends and future market forecasts.
  • Obtain and analyse Customer Satisfaction Questionnaires (CSQs) at key project stages.
  • Attend meetings and contribute to bid support and tender interview presentations.
  • Coordinate tender production and submission in collaboration with the Yorkshire and North East team.
  • Deliver best-in-class tender submissions and settlements, making full use of business tools and AI resources where appropriate.
  • Identify key client decision-makers and manage structured key account contact programmes, including B2B engagement and client hospitality plans.
  • Contribute to social value initiatives with existing clients to enhance long-term relationships and add value to projects.
  • Support internal processes relating to contract reviews and terms and conditions.
  • Produce and contribute to company marketing collateral, bid submissions and tender presentations.
  • Collaborate closely with Preconstruction Managers, Design Managers and Estimating Leads.
  • Maintain regular communication with the Regional Pre-Construction Director and National Business Development Director to leverage national insight and relationships.
  • Manage enquiries through the bid/no-bid process, oversee internal tender settlements, present tenders to clients and negotiate commercial terms.

What we will need from you

  • Strong technical or engineering background with experience in customer relationship management.
  • Knowledge and experience of bid management and coordination. Understanding of mechanical and electrical services design and cost elements (desirable).
  • Strong commercial awareness with excellent negotiation and presentation skills.
  • Ability to self-manage workload and lead teams under tight deadlines.
  • Excellent communication, organisational and teamwork skills.
  • Analytical and numerate, with strong reporting capabilities.
  • Dynamic, focused and entrepreneurial mindset.
  • Strong leadership qualities and ability to support customer bid strategies.
  • Proficient in Microsoft Office (Excel, Word, Access, PowerPoint).

What we can offer you

  • Competitive salary
  • Car Allowance
  • 26 days annual leave (with the opportunity to buy or sell up to 3 days holiday)
  • 3 additional long service days achieved after 3, 7 and 10 years
  • Private medical insurance for yourself (with the option to buy family cover)
  • Defined contribution pension scheme matched up to 8%
  • Enhanced maternity, paternity and parental leave
  • 2 days volunteering opportunities
  • Flexible and Agile working (dependent on your role)
  • Employee Assistance Programme
  • Professional membership fees
  • Perks at Work Employee discount scheme offering discounts on a range of categories such as electronics, home appliances, food & groceries, car buying, travel, fitness and more
  • Flexible Benefits scheme which includes the opportunity to purchase benefits such as:
