Hours of work: Standard full time hours are 35 per week, Monday to Friday. Flexible working hours including generous time off in lieu arrangements. We also offer agile working with a blend of home/office working. A working from home allowance is also provided of £50pcm.

Salary: SCP30–SCP35 - £37,349-£42,869.

Car: Business mileage paid at current HMRC mileage rates. The post also offers Essential Car User Allowance of £97.50pcm.

Pension: 10% employer’s contribution to company pension scheme with 3% mandatory employee contribution. The pension scheme is a salary sacrifice scheme operated by Royal London.

Annual leave: 26 days annual leave, plus paid leave for all statutory holidays rising to 27 in the January following 2 years’ service and thereafter a day per year until the maximum limit of 30 days.

Probation: Your employment is subject to a probationary period of 5 months from your start date.

Notice period: One month on either side.

JOB DESCRIPTION – TECHNICAL OFFICER

Responsible to: Technical Services Manager

General aims: To assist in the provision of a comprehensive property improvement, safety and maintenance service to tenants of the association.

1.0 MAINTENANCE

  • To assist the Technical Services Manager in the monitoring and control of the delivery and expenditure of the association’s tenant focused planned and responsive maintenance programme.
  • To produce technical specifications, schedules of work and minor work contracts suitable for estimating and tender purposes, including disabled adaptations, major repairs, cyclical re-decoration, and refurbishment programmes aligning with WHQS requirements.
  • To administer five yearly stock condition and Welsh Housing Quality Standard compliance surveys and input, monitor and record accurately the results on the association’s database.
  • To undertake biennial maintenance inspections to maintain and monitor each properties condition ensuring FCHA homes meet WHQS. Identifying hazards, confirming future major repairs, and ensure property safety compliance using risk assessments and test procedures for fire, legionella, HHSRS, asbestos and thermostatic mixer valves.
  • To undertake pre and post inspection of work to ensure quality, value for money, compliance with the specification. Whilst monitoring contractor performance and addressing poor quality.
  • To undertake property and asbestos surveys, compile, maintain and record data relating to compliance with the Government guidance and statutory requirements.
  • To provide reports, as requested by the Technical Services Manager and advice on technical matters to all stakeholders.
  • To review fire risk assessments from supported properties and ensure compliance with The Regulatory Reform (Fire Safety) Order.
  • To monitor repairs target response times ensuring service delivery complies with performance expectations and meets WHQS requirements.
  • To ensure all works are undertaken in compliance with current rent setting, standing orders, Procurement Act 2023, WHQS and Health and Safety requirements.
  • To assist as trained Trusted Assessors were necessary in obtaining physical adaptation grants in liaison with relevant stakeholders.
  • To represent the association at technical forums and other relevant forums, as required.
  • To be familiar with and ensure compliance with legislation, WG requirements, Procurement Act and Contractors’ code of conduct.
  • To assist the Technical Services Manager with budget setting and monitoring of budgets.
  • To operate within all Consultants’ Standard Forms of Engagement including CDM Regulations, and Contracts.
  • To act as a key point of contact for tenants and contractors for the delivery of planned and reactive works.
  • To periodically undertake contractor meetings, ensuring key areas such as quality, health and safety, value for money and timescales are monitored.
  • To drive continuous improvement and best practice

2.0 OTHER

  • Uphold the Association’s Code of Conduct and other policies and procedures, setting high personal standards.
  • To identify and review risk and risk mitigation in all areas of work but specifically in relation to maintenance.
  • To attend and support at key stakeholder events.
  • Undertake all Health & Safety Responsibilities relevant to the role as outlined in the organisational Health & Safety Policy.
  • To undertake other duties as may be reasonably expected commensurate with the post.

The offices are based in Cardiff, but the role will require travel, largely in the Swansea area.
