I would suggest having some method for improving local communication with the site, changing the management around to people who actually care about the staff who work under them and don't treat them as replaceable pawns.
A thorough clear out and listen to all staff who work on the front line in person. Get rid of all your General Managers they are useless.

I would instruct him to listen to his worker ants, there are too many managers in London who dont care about cleaning or the safety of its workforce. Instead, its suits backing suits here. If a worker ant has any serious concerns, they are either made redundant or unfairly dismissed. In my experience, ABM are not doing there job properly here at WestQuay in Southampton. Hammerson should open there eyes.
Complete a 360 on the senior management & directing team. Some need to be reassessed as they are in the wrong role.
