No they don't. Ridiculous you it has to be spent no matter how minor it is. I applied for amazon flex recently and they rejected me until its spent!

I was hired, told I could hand my notice in my current job to start and waited over 3 weeks for a start date, so I withdrew my application when I got another job, left me out of pocket for a month, very bad HR for a big company.
