Improve communication and actually give training to employees. Do not try to control officers lives. Have managers who understand compassion and empathy. Employ managers who are actually qualified to be managers and actually understand what managers are supposed to do. Stop promising what you cannot deliver on
Speak to your staff with out managers being present as staff are too scared to tell you the truth.
