Generally they look to fill roles or seats, rather than pay attention to "getting the right person for the role". So you probably guess that they always look to fill at least minute to solve their short-term vision.
However, if you work in the call centre/client side operations then you have better career (still limited) opportunities and they actually give more training/progression opportunities.
