Crown Commercial Service, a work in progress
The Crown Commercial Service was formed from the Office of Government Commerce, and procurement teams from Whitehall departments. Every day was a challenge establishing procedures fit for purpose across central government. Managers were unsure how to deal with the change in structure and as a result it was not possible to implement and later even to suggest changes to the way we worked. The culture was not positive which is why I ultimately chose to leave.
I learned that people under stress uncertain of their future are poor long term decision makers. I learned how to manage expectations in customers by explaining to them step by step the processes that we would follow to meet their purchasing needs and by dissecting their requirements with them to evaluate the potential budget savings they could make at each stage.
The hardest thing was to work in an organisation that had no clear direction and to deliver year on year savings whilst costs for services were increasing.
I enjoyed learning in detail how government planned to deliver programmes that improved people's lives and communities, and helping to put those plans into practice by tendering contracts for the necessary goods and services.
