Obtain frank (anonymous?) feedback from staff at the 'front line' and strive to ensure management becomes more accountable and supportive of their hard-working colleagues. Having fantastic policies on H.R. is pointless when these are not applied consistently.
Most managers have no experience outside local government, HCC need to draw from a wider talent pool to be more effective.

Start using the talents of the older staff and stop disregarding them and allowing them to be spoken to like they are nothing by incompetent, rude and unqualified nasty little bully's, who see being a supervisor etc as a licence to bully rather than an opportunity to lead a team.
Look again at senior managers who allow this to happen and do nothing to stop it.
