Management should leave themselves then that way they would retain staff because people leave due to management and HR
Do not lie to your staff!!!!!! Do not make false allegations about your staff, learn how to have a bit of dignity and respect about yourself.
Give proper training, have a through on-boarding procedure, support employees better and most importantly improve the the working environment/culture. If you enjoy being in a toxic and unsupported environment you will be fine.

Actually try paying them for the shifts they've done and when stick to their word about calling back
