Raise pay. Staff are overworked and exhausted but remain very committed and professional

Respect staff, up wages significantly.
Take suggestions from employees and reply to them with actual reasons.
Have some sort of progression in the lower level jobs to allow people to move up the hierarchy without necessarily applying for internal jobs.
