If you want to understand the British Librarys internal way of working, watch the movie.Such a shame as what the organisation does is great with a significant number of people really committed to delivering to the public. but a huge resistance to change across the organisation from the management down. The organisation realises it fails to deliver so hires more management to help point out the failings. The same management increases the beaurocracy which drives further failings.
