As the Facilities Cleaning Lead for Rhondda Cynon Taf CBC, you will play a central role in managing a vital frontline service that directly supports the day‑to‑day operation, safety and presentation of Council buildings, public conveniences and other key facilities across the County Borough. You will lead the strategic and operational delivery of the Facilities Cleaning Service, ensuring high standards, efficient use of resources and a consistently professional service for staff, residents and visitors.

You will oversee the management of a large and diverse workforce, including Cleaning Coordinators, Mobile Cleaners and Toilet Attendants, fostering a positive team culture and ensuring staff are trained, supported and empowered to deliver excellent results. You will also be responsible for the effective management of budgets, equipment, materials and fleet resources, ensuring compliance with all relevant legislation, policies and health and safety requirements.

This role offers an exciting opportunity to shape and modernise a key Council service. You will lead on developing performance standards, KPIs and sustainable working practices, while contributing to wider organisational priorities such as the RCT Toilet Strategy, carbon reduction commitments and the Council’s long‑term Facilities Cleaning vision. We are looking for someone who is forward‑thinking, resilient and committed to continuous improvement, with the ability to balance strategic leadership with the demands of a busy operational environment.

You will work closely with Elected Members, Senior Officers, partners and stakeholders, providing expert advice and ensuring the service responds effectively to changing needs, legislative requirements and community expectations.

You will be based within the Council’s Environmental Services Directorate at Tŷ Glantaf, Unit B23, Taffs Fall Rd, Treforest Industrial Estate, Pontypridd.
