Job description
South Cambridgeshire District Council is on an exciting journey to become a modern, insight‑driven organisation, where data is trusted, intelligence is valued, and evidence shapes every decision we make. As part of our growing Data & Intelligence Programme, we are investing heavily in better analytics, improved data culture, and high‑impact insight that supports our services, Members, and partners.
To help us achieve this, we’re looking for a skilled and motivated Data & Intelligence Officer to join our expanding team.

Why this role matters
You’ll play a pivotal part in delivering our Data Strategy and accelerating the maturity of our organisation’s approach to data. Working at the heart of the council, you will help develop the tools, practices, and intelligence that shape everything from service design to performance management and long‑term planning.
This is more than just an analyst role—it’s a chance to influence how the whole organisation uses data, champion best practice, and support colleagues across services to make informed decisions.

What you’ll be doing
In this role, you will:
  • Build high‑quality Power BI dashboards, applying strong semantic modelling, DAX, and data modelling skills to support reliable, scalable reporting across the council.
  • Help create a unified view of our data by supporting metadata management, improving data sources, and strengthening data quality.
  • Analyse data from a wide range of services to identify insights, patterns and opportunities for improvement.
  • Communicate findings clearly to both technical and non‑technical colleagues, including senior leaders and Members.
  • Support delivery of our 12‑workstream Data & Intelligence Programme, contributing to projects such as Power BI rollout, data literacy training, data readiness, Low Income Family Tracker projects, and corporate performance.
  • Provide technical guidance and promote consistent, modern data practices across the organisation.
  • Help colleagues develop their data skills through training, coaching, and hands‑on support.

About you
We’re looking for someone who:
  • Has proven experience in data analysis or business intelligence, ideally within a complex organisation.
  • Is highly proficient in Power BI, with strong experience in dashboard development, data modelling, and designing meaningful insight products.
  • Understands data management principles, database systems, SQL, and shaping data for analysis.
  • Communicates clearly, confidently and with impact, especially when explaining technical concepts to non‑technical audiences.
  • Has excellent attention to detail and a passion for data accuracy, quality, and continuous improvement.
  • Is curious, proactive and comfortable working in a fast‑moving programme environment.
A relevant degree (Data Science, Statistics, Computer Science or similar) is desirable but not essential, we value capability, mindset, and experience.

South Cambridgeshire District Council is a four-day week employer. We expect our colleagues to get 100% of their work done, in around 85% of their contracted hours, for 100% of their pay.
