You will be part of the Environment Science and Analysis Division within the Strategy, Governance and Climate (SGC) Directorate a multidisciplinary analytical team comprising data specialists, geographers, economists, scientists, social researchers, and statisticians. This division provides robust evidence, scientific insight, and analytical support to inform policy development, implementation, monitoring, and evaluation across Defra’s environmental remit.

Job description

In this role, you will support the production of a defined portfolio of indicators produced for the Environmental Indicator Framework (EIF), a central component of the original 25 Year Environment Plan (25 YEP) and its successor, the Environmental Improvement Plan (EIP). The EIF is a comprehensive suite of indicators that tracks environmental change across the ten goals of the 25 YEP/EIP and underpins statutory reporting obligations under the Environment Act.

Your role will involve significant coordination and collaboration across organisational boundaries to ensure team outputs are aligned with the evidence standards and policy objectives, while meeting statutory requirements. Your role working at the science/policy interface will be crucial in helping to translate rich environmental monitoring data into accessible insights suited to a broad audience. Successful delivery of the EIF is critical to Defra’s commitment to restoring and enhancing the UK’s natural environment within a generation.

Additionally, you will support the effective operation of the EIF by leading secretariat duties for the EIF Project Board, which governs formal decision-making related to the framework.

You will also have the opportunity to play a leading role in organising and delivering evidence-development engagement with internal and external stakeholders.

Person specification

We are looking for a candidate with an inquisitive mindset and a genuine enthusiasm for exploring new dimensions of environmental monitoring. If you have a solid foundation in any environmentally relevant scientific discipline and enjoy applying your expertise in diverse contexts, this role offers an excellent opportunity to grow as a generalist Government Science and Engineering (GSE) professional developing new skills at the intersection of policy and evidence.

You will be based in the Environment Science and Analysis Division within the Strategy, Governance and Climate (SGC) Directorate, a multidisciplinary analytical team of data specialists, geographers, economists, scientists, social researchers, and statisticians. The division provides evidence, scientific insight, and decision-support tools to inform policy development and implementation across Defra’s environmental remit.

In this role, you will lead a defined portfolio of environmental monitoring indicators under development for the Environmental Indicator Framework (EIF).

While indicator data are produced by specialists across the Defra group, your role will involve coordinating and collaborating with these teams as a critical friend ensuring outputs are robust, aligned with the framework, and responsive to policy needs and statutory requirements. This work is central to Defra’s mission to improve the condition of the UK’s natural environment within a generation. You will gain valuable experience working closely with policy colleagues to support evidence-led decision-making.

You will also play a key role in supporting the governance of the framework by leading secretariat duties for the EIF Project Board, which oversees formal decision-making.

Your outward engagement responsibilities will see you working with diverse stakeholders, including counterparts from the Office for Environmental Protection (OEP), the body responsible for scrutinising government delivery of the EIP. This workstream will be central to supporting a team ethos of continuous evidence review and refinement. This will support monitoring progress of the updated Environmental Improvement Plan 2025 by ensuring the steady supply of dependable, robust evidence which capitalises on the very latest technological developments.

Specialist Skills

Given the cross-cutting nature of this role, candidates should have a strong grounding in an environmentally relevant scientific discipline and a passion for continuous learning. While deep expertise in all scientific areas covered by the EIF is not expected, successful candidates will use their scientific training and analytical acumen to engage confidently with subject matter experts across Defra. Acting as a peer and critical friend, you will support the development, delivery, and policy application of high-quality environmental evidence.

Sift

Interview

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Location

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home.
