Job Title: Asset and Safety Manager

Salary: £41,536 (Full-time salary)

Hours: 40 hours per week (inclusive of paid lunch breaks)

Location: Redditch, with access to all sites across Worcestershire and some home working on a discretionary basis

Reports to: Head of Housing

Key Working Relationships: Maintenance Administrator, Maintenance Operatives, Senior Management Team (SMT), Line Managers at all settings

Job Description:

Are you passionate about making a difference and ensuring a safe and well-maintained environment? YMCA Worcestershire is looking for a dedicated and experienced Asset and Safety Manager to join our team! You'll be leading the management of Health and Safety, Assets, and Maintenance across our diverse property portfolio, which includes 127 general needs and 81 supported accommodation units, a community centre, and three nurseries. Our estate comprises both leasehold and freehold properties, requiring a blend of reactive repairs, planned cyclical maintenance, and stock improvement works.

Responsibilities:

  • Team Leadership: Manage and support a team of nine, including one apprentice maintenance operative, four maintenance operatives, four cleaners, and one maintenance administrator. You'll provide guidance, support, and opportunities for their professional development.
  • Quality Service: Ensure high-quality service delivery within budget, upholding the values of the YMCA.
  • Health and Safety: Act as the key link between YMCA settings and the Bright Safe system, ensuring continuous improvement and maintenance of the highest standards of Health and Safety.
  • Audits and KPIs: Develop and manage internal audits, KPIs, policies, procedures, and training to ensure compliance and excellence.
  • Incident Management: Oversee all Health and Safety issues, including incident and accident reporting to HSE and RIDDOR.
  • Culture of Excellence: Drive a culture of high quality, accountability, and service delivery.
  • Performance Management: Manage the performance and professional development of direct reports.
  • Maintenance Planning: Ensure the cyclical works, asset management plan, and maintenance log are up to date.
  • Budget Management: Create and manage a detailed budget plan, optimizing resources and making savings where possible.
  • Emergency Services: Ensure efficient operation of an ‘out of hours’ emergency maintenance service.
  • Property Management: Work with housing officers to minimize void property times and increase occupancy rates.
  • Liaison: Liaise with relevant landlords or external parties for maintenance responsibilities.

Person Specification:

Essential:

  • NEBOSH General Certificate
  • Knowledge of data protection, H&S standards, and maintenance skills
  • Experience in developing strategies, policies, frameworks, and systems
  • Strong interpersonal skills and the ability to work collaboratively
  • Excellent communication skills, both written and oral
  • Methodical approach to work, planning, and organizing
  • Ability to develop policies and departmental objectives
  • Strong knowledge of Word, Excel, Outlook
  • Professional attitude and work ethic
  • Flexible and adaptable approach to work

Desirable:

  • ISO/IEC 27001 or ISO/900 qualification
  • Knowledge of Decent Homes Standard and Housing Health and Safety Rating System (HHSRS)
  • Knowledge of relevant Acts such as The Landlord and Tenant Act 1985, the Housing Act 2004, and the Homes (Fitness for Human Habitation) Act 2018
  • Ability to persuade, convince, or influence others
  • Experience in managing budgets and optimizing resources
