Job summary
The Health and Safety Executive (HSE) is Britains national regulator for workplace health and safety. We are dedicated to protecting people and places and helping everyone lead safer and healthier lives.
The Change Team sits within our Operational Services Division (OSD) and is comprised of three key pillars; each led by a Head of Change and supported by Practice Leads:
- Business Design & Change (BD&C)
- Transformation Office (TO)
- Programme & Project Management (PPM)
The Business Design & Change Manager (BD&C Manager) sits within the BD&C pillar and will report to the Head of Change. The BD&C Manager will task manage other roles, such as Business Analysts and Data Analysts, as required and will operate within multidisciplinary teams of dedicated change professionals across the three OSD pillars, and alongside colleagues across the wider organisation, to deliver HSEs ambitious portfolio and continuous improvement.
Working Pattern
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.
Job description
The Business Design Change Manager (BD&C) Manager plays a key role in defining, building and implementing the ambitious roadmap of business transformation, working closely with the Programme/Project Manager, to provide expertise to support the delivery of HSE transformation and drive operational excellence.
Key Responsibilities
- Ensuring effective Change Management processes and practices are in place to assess the impact of proposed changes, and to manage the awareness and readiness of individuals affected.
- Leading integrated business design activity, including the development of associated design artefacts, across all aspects of the operating model (people, process and technology) to solve business problems and realise identified benefits.
- Collaborating with operational and policy colleagues, and digital, data and technology practitioners to design and implement improvements to operational processes, new ways of working and new technology solutions, in line with HSE and Government standards.
- Leading complex stakeholder management and communication; engaging across organisational silos to build consensus around business designs, culminating in the successful implementation of changes.
- Contributing to the development of business cases to address business problems; articulating measurable benefits and collaborating with others to plan an approach for their realisation.
- Line and performance management of members of the team, and contribute to the development of the wider BD&C practice in line with recognised functional standards.
Travel
Please note, travel to other HSE offices will be required dependent on the needs of the business and projects and this may include overnight stays.

Essential criteria:
- Experience of delivering benefits through an effective business design approach to complex problems and measured change management methodology. (Lead criterion)
- Experience of managing engagement across varied stakeholder groups to deliver solutions that deliver strategic and policy intent, balanced with effective and efficient operational delivery.
- Experience of adopting a user-centred design approach to digital and technology service design.
- Experience of managing, coaching and mentoring junior team members to improve the quality and consistency across the profession.
- Experience of tailoring and presenting high quality artefacts to concisely and coherently communicate with different stakeholders.

Your application will consist of four parts:
1. Upon submitting your short application form, you will be invited to complete a Civil Service Judgement Test. Please complete the online tests as soon as possible, within 24-48 hours is recommended, to allow time to complete your full application. If you successfully pass the test, you will then be invited to complete the final stage of your application. - A Personal Statement (up to 750 words) which demonstrates your experience in line with the essential criteria.

Sift Information
The sift is due to take place the week commencing 12th January 2026.
At sift you will be assessed on your Personal Statement and Behaviour Statement to assess your experience, skills and knowledge against the essential criteria above.
In the event of a high number of applications, a first sift may be conducted using the lead criterion Experience of delivering benefits through an effective business design approach to complex problems and measured change management methodology.. Candidates who pass the first sift will progress to a full sift.
Your Personal Statement will be marked using a benchmark against the essential criteria. If candidates pass this benchmark, the application will progress to be marked on the 250 word Lead Behaviour and then if they achieve a pass mark against both, the CV will be for information purposes only.
Interview Information
The interviews are due to be held during the weeks commencing 19th January 2026 and the 2nd February 2026.
