Non-Executive Director – People, Culture and Workforce

Herts at Home is looking for a values-led Non-Executive Director to join its Board and provide strategic oversight, constructive challenge and specialist insight on people, culture and workforce matters.


This is an opportunity to use your senior people leadership experience to make a meaningful contribution to a growing, purpose-driven care organisation that puts people before profit and is committed to delivering high-quality, compassionate support across Hertfordshire.


Established in 2018 and owned by Hertfordshire County Council, Herts at Home delivers domiciliary care, specialist care at home and extra care services across Hertfordshire. As a local authority-owned company, we combine strong local knowledge with personalised, flexible care, supporting people to live well, safely and independently in their own homes and communities.


We are seeking a Non-Executive Director with senior strategic people leadership experience. Ideally, this will have been gained as a Chief People Officer, People Director, senior HR leader, Organisational Development lead or workforce transformation specialist. This experience may be from a complex, values-led organisation, such as social care, health, public service, local government, charitable, not-for-profit or another purpose-driven environment. You will understand how effective people strategy, inclusive culture, workforce engagement, leadership capability and organisational resilience support safe, high-quality and sustainable services. You will also be confident operating at Board level, offering sound judgement, practical insight and constructive challenge. Collaborative, purpose-driven and committed to Herts at Home’s people-first ethos, you will help the Board support and scrutinise our continued development as a well-led care organisation delivering positive outcomes for colleagues, customers and communities across Hertfordshire.

About The Role

About you

  • Senior strategic experience in people leadership, HR, organisational development, workforce transformation or a Chief People Officer / People Director role.
  • A clear understanding of how people strategy, culture, engagement and leadership capability contribute to safe, high-quality and sustainable care services.
  • The confidence to operate at Board level, providing proportionate governance oversight, sound judgement and constructive challenge.
  • A genuine commitment to Herts at Home’s purpose, mission and values, including its focus on people before profit and delivering positive outcomes for the people it supports.
  • An understanding of, or willingness to learn about, the social care, public service, not-for-profit or local authority trading company environment.
  • A collaborative and supportive style, with the confidence to contribute actively as part of a values-led and committed Board.


This is an unremunerated position, with reasonable expenses paid, and a time commitment equivalent to seven days per year.
