One of the largest, most commercially complex, and challenging major programmes within central government is the Emergency Services Mobile Communications Programme (ESMCP) which supports the essential services rendered by our 3 Emergency Services (Police, Fire & Rescue and Ambulance) as well as other user groups (“Sharers”) such as Maritime Coast Guard Agency, Highways, HMRC, Border Force & Immigration Enforcement.

ESMCP is a £12bn+ cross-government telecommunications programme formed to deliver mission- critical voice and data services to the Emergency Services Network (ESN), replacing the current Airwave service.

The ESMCP commercial team includes a skilled group of civil servants and contractors, working towards the delivery of the Emergency Services Network (ESN). There are several programme-wide changes underway, which will offer challenging leadership work packages, with focus on senior stakeholder engagement, cross portfolio working and both low, medium and high-value procurements including contract changes.

ESMCP Commercial is divided into two professions: Procurement (Acquisition) and Commercial Contract Management. The positions being advertised are for Commercial Lead (Grade 7) and form an integral part of the ESMCP Commercial team, responsible for all phases of the commercial lifecycle, with a primary focus on the procurement of services and their ongoing management within the Emergency Services Mobile Communication Programme.

The postholders will be tasked with developing and implementing commercial strategies to support the diverse requirements of the ESMCP portfolio, overseeing sourcing activities, and ensuring effective contract management and performance delivery across a range of suppliers and service areas. The successful candidates will utilise their commercial acumen to drive innovation, secure value for money, and ensure that commercial risks and opportunities are identified, understood, and appropriately managed throughout the commercial delivery process.

Job description

The successful candidate will lead and manage a commercial team supporting the Emergency Services Mobile Communication Programme (ESMCP).

The role involves overseeing both procurement and contract management activities across a complex portfolio of suppliers and services. You will be responsible for shaping and delivering sourcing strategies, running competitive procurement exercises, and negotiating commercial agreements. Once contracts are in place, you will ensure they are actively managed to deliver value, performance, and compliance—working closely with delivery teams, suppliers, and stakeholders to resolve issues, manage change, and drive continuous improvement.

You will help lead a team of commercial professionals, providing coaching and development to build capability and support career progression. The role interfaces with a wide range of stakeholders, including programme delivery leads, technical specialists, legal advisors, and senior leaders across the Home Office and wider government.

Locations
The successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. When selecting your location listed in this job advert please be aware that this will be your contractual base location with a requirement to spend a minimum of 60% of your working time in this organisational workplace.

Your time spent on official duties at workplace locations other than your contractual office such as supplier, customer or partner locations required to perform your role is included in the 60% attendance.

Person specification

The successful candidate will:


Lead the procurement and contract management of a diverse, high-value portfolio of commercial agreements supporting the Emergency Services Mobile Communication Programme (ESMCP), ensuring the delivery of critical services to emergency responders and other user groups
    Drive quality commercial outcomes by leading market engagement, competitive tendering, supplier selection, and contract negotiations. Manage contract changes and apply structured contract management techniques to secure value for money, robust supplier performance, and compliance Oversee supplier relationships and performance reviews, including contract renewals, extensions, and resolution of commercial disputes, ensuring that contracts deliver against agreed objectives and standards
  • Provide leadership, coaching, and development to a team of commercial professionals and wider programme colleagues, building capability and embedding best practice across the full commercial lifecycle—from initial sourcing and procurement through to contract delivery and supplier management
  • Collaborate with internal stakeholders across programme delivery, finance, legal, and technical teams, as well as external suppliers and partners, to ensure commercial solutions are aligned with operational needs and programme objectives Support the broader Home Office commercial team in delivering corporate priorities, including contributing to strategic planning, reporting, and continuous improvement initiatives Champion innovation and continuous improvement in procurement and contract management practices, identifying opportunities to enhance efficiency, effectiveness, and value for money
  • Play an active role in shaping the performance and reputation of the Home Office Commercial Directorate through positive leadership, professional engagement, and a commitment to high standards of commercial delivery.

Technical skills

We'll assess you against these technical skills during the selection process:

  • Ability to identify, assess and mitigate commercial risks across the full procurement lifecycle—from sourcing strategy through to contract delivery and change control
  • Ability to lead and coordinate cross-functional teams to manage a complex portfolio of procurements and contracts supplier ecosystems, and evolving commercial models to deliver strategic outcomes
  • Demonstrates strong commercial acumen in leading end-to-end procurement and contract change processes, including negotiation, supplier engagement, and value-for-money assessments, while ensuring alignment with organisational goals
  • Ability to lead and develop a diverse commercial team, fostering capability in procurement and contract management through coaching, mentoring, and upskilling
  • Ability to lead market engagement and develop sourcing strategies that reflect commercial risk, supplier capability, and contract delivery models, ensuring that procurement decisions are informed by robust analysis

This vacancy is using Success Profiles , and will assess your Experience and Technical skills.

Your application will be reviewed by a panel and should you be successful at sift we will invite you to attend a Virtual commercial Assessment and Development Centre (VADC). The panel will review results of the VADC and determine which candidates will go through to a subsequent final panel interview.
