Within DWP Digital Payment Services (DPS), were modernising and transforming our digital products and services. As we integrate industry-leading solutions, we need a Lead Test Engineer to define and drive our quality strategy. Youll champion shift-left practices, embedding quality from the start, and work closely with delivery, product and platform teams, suppliers and stakeholders to ensure excellence across the lifecycle.

Job description
- Lead the way in shaping the test and quality assurance strategy for Digital Payment Services (DPS), driving continuous improvement at scale.
- Embed quality from the start, ensuring every solution whether built in-house or integrated from industry-leading providers meets the highest standards.
- Set the bar for excellence by refining test frameworks, tools and automation pipelines to deliver faster without compromising quality.
- Champion a culture of quality, inspiring teams to adopt best practices and embrace continuous improvement.
- Guide and mentor talented QA engineers across manual and automation disciplines, helping them grow and succeed.
- Be the expert voice on QA and regulatory requirements, influencing key forums and strategic decisions.
- Own the metrics that matter, tracking and reporting on quality performance to demonstrate impact.
- Collaborate across the board, working with internal teams and external partners to ensure seamless integration and full test coverage throughout the lifecycle.
- Lead defect management, driving best practice from identification to resolution.
- Stay ahead of the curve, bringing fresh ideas and emerging technologies into our QA approach.

Hybrid Working
This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.

Salary Information
Pay for this role is from £75,026 to £80,267.
The maximum salary for the grade is £80,267, however a Digital Allowance of up to £10,000 per annum is available for exceptional candidates. Digital Allowance is non-salary, and non-pensionable, and is classed as a temporary allowance. It is reviewed annually where it could be retained, amended, or removed.
Our offer to successful candidates will be based on an assessment of your skills and experience as demonstrated at interview.
Existing Civil Servants who secure a new role on lateral transfer will maintain their current salary.
Existing Civil Servants who gain promotion will move to the bottom of the grade pay scale or receive a 10% increase in salary, whichever is greater.

Stage 1: Application
Your application will consist of four parts:
1. A Personal Details application form.
2. Employment history - this should contain your work experience and any skills, qualifications and accomplishments relevant to the jobs you have completed.
3. Personal statement - up to 1000 words. This statement should be used to provide examples of how you meet the essential criteria below:
- Strong knowledge of QA and test methodologies, automation frameworks and tools, with hands-on experience embedding quality early in the development lifecycle.
- Ability to manage and mentor QA and test teams, fostering a culture of quality and continuous improvement.
- Expertise in integrating Commercial Off-The-Shelf (COTS) solutions and ensuring compliance with organisational standards.
- Excellent stakeholder engagement skills, with experience influencing governance boards and cross-functional teams.
- Up-to-date understanding of QA best practices, emerging technologies and regulatory requirements and standards.
4. Technical statement (up to 250 words). The following statement is aligned to the required technical skill of Technical Breadth.
- Proven experience in leading test and quality assurance strategies across complex digital services within large scale organisations.

Stage 2: Interview

You will be asked to do a 10 minute presentation to further assess your experience. Your presentation should focus on the following:
- How have you taken the lead and influenced the building of empowered motivating cultures/teams, what were your 3 key learnings?
