Summary

Reporting to the Operations Manager, the D.C. Street Lighting (DCSL) – Asset Management Field Inspector (electrical) is responsible for managing critical subcontractors to maintain premier performance and reliability of the Improved Street Lighting System and associated assets meeting the requirements of the PPP agreement while also ensuring ongoing compliance with all regulatory and quality management obligations. The incumbent will supervise subcontractors, ensure value for money and client satisfaction, and constantly promote health and safety best practices.


Responsibilities

Main duties:

  • Ensure safe and efficient execution of lighting maintenance in compliance with the PPP contract.
  • Conduct site inspections daily to ensure workmanship and compliance in accordance with the contract and the electrical codebook.
  • Follow up and perform quality assurance on all subcontractor’s work.
  • Analyze system performance and develop tactics for improvement.
  • Assist in Renewal work to ensure assets are identified for replacement or upgrade just prior to reaching end-of-life.
  • Minimize response times for corrective repairs to operationally critical assets.
  • Maintain compliance with applicable environment, health and safety, and company policies, rules and regulations.
  • Be a vital member of the team, inspiring a team environment with an open communication culture.
  • Develop customer/partner relationships to facilitate effective working relationships with the District Department of Transportation (DDOT), internal clients and other business partners.
  • Collaborate with suppliers, vendors, and others to create optimal business agreements to deliver maintenance services, including management and oversight of contracts that support facilities and systems.
  • Assist in coordination of resources to ensure that the performance requirements, all key performance indicators, and contractual obligations are met.

Occupational Health and Safety:

  • Deliver analysis and evaluation of risks inherent to activities under their responsibility.
  • Implement procedures to ensure a safe work environment and ensures regular monitoring.
  • Participate in safety inspections and analyses of occupational incidents and accidents.
  • Assist with the implementation of safety improvements in the workplace.

Requirements / Qualifications

  • Is authorized to work in the US;
  • Able to pass a background check;
  • 5+ years of experience in the electrical field.
  • 5+ years of experience in commercial construction.
  • Experience in operations of streetlight networks is considered an asset.
  • Good knowledge of both electrical and lighting systems.
  • Technical knowledge and experience in managing similar infrastructures.
  • Mature leadership skills to motivate and effectively support operations.
  • Demonstrated experience delivering on contractual requirements in a customer-centric environment.
  • Ability to work under pressure while meeting multiple demands.
  • Solid ability to collaborate effectively and manage relationships with employees, PPP stakeholders, as well as internal and external partners.
  • A valid standard Driver’s License that permits the operation of a vehicle in the District of Columbia.
  • Able to be on-site within two hours of notice.
  • Able to utilize with ease Microsoft Office and CMMS (ideally CityWorks platform);
  • Excellent Organizational Skills (planning, goal setting, prioritizing, scheduling) — to handle complex environments and multiple contractual deliverables;
  • Excellent written and oral communication skills;
  • Strong analytical and problem-solving skills.
