This recognition reflects our commitment to new era - transforming the Building Control service to meet future challenges and deliver excellence across the board. We see Building Control as a key component of the economic growth, housing and place-based priorities of the Council.

We’re offering a genuinely career-defining chance to shape and lead a forward-thinking Building Control team in the North East. As Building Control & Land Charges Manager, you will be at the forefront of delivering a high-performing service that ensures full compliance with the Building Safety Regulator (BSR), the Operational Standards Rules, and support ongoing technical development.

You will also lead the implementation, maintenance, and continuous improvement of the Council’s Quality Management System—driving innovation, consistency, and quality in everything we do.

Your leadership will guide a skilled team, fostering professional development through coaching, mentoring, and performance management. You’ll also oversee complex and high-risk cases, offering expert advice and ensuring robust risk management across areas such as dangerous structures, non-compliance, and out-of-hours inspections.

Significantly, you will also be a key member of the wider Place and Regeneration Directorate team. We see Building Control not being in a separate box, but a key part of how we shape the future planning, housing, design and economic growth agendas of the County.

About The Role

  • Lead and manage the Building Control team, promoting a culture of excellence and accountability.
  • Ensure full compliance with regulatory standards and act as the primary liaison with the BSR.
  • Drive continuous improvement through strategic planning and operational delivery.
  • Manage risks proactively, including regulatory compliance and emergency inspections.
  • Provide expert guidance on complex and high-risk cases.
  • Transform the service into a commercially aware, income-generating operation.

About You

  • Proven experience in Building Control management at both strategic and operational levels.
  • Strong leadership skills with the ability to inspire and develop others.
  • Commercial awareness and excellent communication and negotiation skills.
  • A passion for innovation and service transformation.
  • Registration with the BSR as a Registered Building Inspector and Technical Manager (minimum Class 4 – 2F, Class 3 preferred).
  • In-depth knowledge of Building Control legislation and relevant qualifications.
