Job summary

Do you have experience of leading and motivating others with the ability to manage change? If so, HM Land Registry (HMLR) are now looking for a Line Manager to join our Data Transformation Team within the Local Land Charges Programme (LLC).

As a Data Transformation Team Line Manager, you will provide leadership, direction and support to a team of Administration Officers (AOs). You will deliver a key production role within this £200 million Programme recognised under the Government Major Projects portfolio.

This is an exciting opportunity to contribute to the continued success of the Local Land Charges Programme. HM Land Registry launched the new Local Land Charges (LLC) Register in the summer of 2018. We need your expertise, enthusiasm and drive to further roll out this new service.

Job description

In this varied and fast-paced role, you will:

  • Supervise and manage of a team of AO operators.
  • Adapt quickly to changing priorities – switching between scanning and digitisation activity as directed by the Data Transformation Manager, being responsive to business needs.
  • Monitor staff workloads and output against projected timelines, acting promptly to address any concerns or issues.
  • Drive efficiency and quality standards within your team,
  • Support continuous improvement activity to develop new processes.
  • Lead delivery of specific Local Authority work packages, co-ordinating allocated resource to ensure completion of all work to time, escalating incidents and concerns to the Data Production Manager.
  • Work effectively with subject matter experts across the LLC Programme team by providing data and updates on request and input to delivery plans.
  • Respond to technical referrals and give timely, meaningful feedback to develop the knowledge base of the team and prevent repeated issues being raised.
  • Work with internal and external stakeholders to ensure smooth completion of all work.
  • You will be expected to be self-motivated and operate in a fast-paced and dynamic environment in line with Health and Safety policies.
  • Manage absence and resourcing issues within the team.
  • Be a first point of referral for any technical queries or logistical problems.
  • Support with recruitment, onboarding and training of team members.

Due to the nature of the role, you will need to work at least 30 hours per week and you may be required to increase the amount of time you spend working in the office beyond our usual expectation of at least 60% of your normal working week, if you are asked to supervise agency staff. There may also be an occasional requirement to travel to other HMLR locations, which may involve an overnight stay.

Person specification

To be successful in this role, you will have skills and experience in map interpretation and using a variety of spatial data sources, along with a good level of IT literacy and PC skills including use of MS Outlook, Word and Excel.

You must have experience of driving a team to deliver against challenging and changeable deadlines, as well as experience of giving feedback and coaching to individuals and teams. You must have excellent leadership, motivational skills, and experience of managing change, along with a proven ability to communicate effectively with stakeholders at all organisational levels.

You must also have experience of being able to interpret and explain complex instructions, knowing when to refer and escalate.

The sift will take place shortly after the closing date.

In the event of a high volume of applications for this vacancy, an initial sift will be conducted on the essential Technical skills criteria:
