Project Manager – Infrastructure - Health & Safety Oversight

Location: Manchester Region
Contract Type: Fixed-Term or Freelance, initially 2 months with possible extension
Reports To: Operations Director

Role Overview

As a Project Manager with us, you’ll help deliver high-value projects that make a real difference nationally. Our work spans major emergency care upgrades, clean-energy installations for hospital estates, large-scale food and manufacturing expansions, and complex industrial infrastructure schemes. You’ll be part of a team trusted to support capital projects up to a value of tens of millions, shaping safer, more sustainable and more efficient environments for organisations and communities across the UK.

We are seeking a highly organised and proactive Project Manager to lead the delivery of infrastructure improvement projects across our Client portfolio. This role combines traditional project management responsibilities with oversight of health and safety compliance. The successful candidate will ensure that all works are delivered safely, efficiently, and in alignment with Client and DM Safety Internal standards and CDM 2015 regulations.

Key Responsibilities

Project Management & Delivery

  • Lead the planning, coordination, and execution of infrastructure projects to meet Client’s needs in alignment with project scope and CDM 2015 regulations.
  • Manage project timelines, budgets, and stakeholder expectations across multiple concurrent workstreams.
  • Ensure alignment with the RIBA Plan of Work, particularly during design, procurement, and construction phases.
  • Oversee contractor performance, ensuring delivery to specification, quality, and within agreed tolerances.

Health & Safety Oversight

  • Ensure full compliance with the Construction (Design and Management) Regulations 2015 (CDM), including the appointment and coordination of Principal Designers and Principal Contractors.
  • Support the development and review of RAMS (Risk Assessments and Method Statements), permits to work, and site safety audits.
  • Act as a liaison between H&S Consultants, Client estates teams, and external contractors to proactively resolve safety concerns.

Stakeholder Engagement

  • Serve as the primary point of contact for DM Safety business leadership, Client leadership teams, estates teams, and other stakeholders as identified.
  • Facilitate regular project meetings, progress reviews, and reporting cycles.
  • Translate technical and regulatory requirements into clear, actionable plans for non-specialist stakeholders.

Governance & Compliance

  • Maintain rigorous documentation and audit trails for all project activities.
  • Ensure compliance with Client infrastructure standards.
  • Contribute to internal consultancy reporting and continuous improvement initiatives.

Weekly/Periodic Responsibilities

  • Submit formal reports to DM Safety business leadership and Client leadership teams as required.
  • Review and update the project risk register.
  • Attend and contribute to governance or capital programme meetings.
  • Coordinate with stakeholder teams as needed to facilitate project delivery.
  • Support procurement and tender evaluations for future works.

Candidate Profile

Essential

  • Proven experience in project management within healthcare, construction, or infrastructure environments.
  • Strong working knowledge of CDM 2015 regulations.
  • Excellent communication, leadership, and stakeholder engagement skills.

Desirable

  • Experience working within medical estates or similar regulated environments.
  • Familiarity with RIBA Plan of Work.
  • NEBOSH General or Construction Certificate.
  • First Aid at Work certification.
  • Experience managing H&S professionals, consultants or technical resources working in a similar highly regulated environments.
  • Demonstrable Agile Project Manager capabilities
  • Ability to articulate control of project status through one-page dashboards
